- "THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSE ONLY." THIS OPPORTUNITY IS AVAILABLE ONLY TO HSMM/HOK AS A SOLE SOURCE PROCUREMENT. TITLE: DESIGN BUILD RFP FOR THE INVITRO FERTILIZATION DEPARTMENT AT THE NATIONAL NAVAL MEDICAL CENTER, BETHESDA, MARYLAND This proposed contract action based on other than full and open competition will be a firm-fixed price, sole source award to HSMM/HOK for Design Build for the Invitro Fertilization Department at the National Naval Medical Center. It is requested that other than full and open competition be permitted pursuant to 10 U.S.C. 2304(c) (2) as implemented by FAR 6.302-1, with only one responsible source. HSMM/HOK has been heavily involved with the Invitro Fertilization Department from the onset of the BRAC project and developed the original design build RFP which included the requirements for the Invitro Fertilization department in Building 9. A new A/E would have to invest significant effort to become familiar with the requirements as they have been developed up to this point, would have to reestablish a working rapport with the end users, and expend considerable time with the end users to confirm their understanding of the requirements. Also, HSMM/HOK has already conducted site investigations of Building 8 to see if the top floor is an adequate alternate location when the department was displaced from Building 9. A new A/E would have to expend considerable effort becoming familiar with the NNMC campus and reassessing all the spaces HSMM/HOK is already familiar with. Additionally, HSMM/HOK recently developed a very similar initial design and RFP for the Bethesda Main Operating Rooms (MOR) renovations project. Many aspects of the Main Operating Rooms RFP could be applied to the Invitro RFP including an independent HVAC system, a new penthouse, complex medical gas utilities and prep and recovery areas. However, a new A/E would have to largely develop the RFP and the specialized designs from scratch, resulting in a significant duplication of effort. The estimated release of the RFP is the 5th of June 2010. The time frame for receipt of proposals will be provided in the solicitation notice.
