Description
Description The work ordered under this contract may be performed in any Government-owned building or Government-leased space within Richmond, Charlottesville, Harrisonburg, Lynchburg, Danville, Norfolk, and Portsmouth, in the Commonwealth of Virginia including but not limited to repairs, alterations, renovations and modernization of buildings or portions thereof. This will be an indefinite quantity term construction contract for projects ranging from approximately $500 to $100,000. The Government intends on selecting a minimum of two (2) contractors and a maximum of four (4) contractors for said contract. The exact number of awardees will be determined by the Source Selection Team during the evaluation of proposals and will be based primarily on the number, location, and capabilities of the highest rated firms as well as GSA's anticipated workload over the term of the contract. This solicitation is being issued as a small business set-aside. It is the Government's intent to make an award of this solicitation to an 8(a) Firm, a Disabled Veteran Owned Firm and a Very Small Business. If, after receipt and evaluation of proposals, GSA determines that an award to a Woman Owned, a Disabled Veteran Owned, or a Very Small Business cannot be made based on not meeting the requirements outlined in this solicitation, the Government reserves the right to make an award based on the submissions received and within the established competitive range. If, after receipt and evaluation of all proposals, GSA determines that between 2 and 4 awards cannot be made to small business firms that meet all of the requirements outlined in this solicitation, the Government reserves the right to reissue this requirement under full and open competition. The estimated annual dollar value of all of the projects that will be issued under the multiple term contracts can be found by applying the contractor's offer percentage to the government estimate total. The maximum limitation per year shall be 150% of the awarded offer price. Individual delivery orders may be competed among the selected firms under the contract unless the Government deems otherwise for a specific delivery order. The proposed performance period is a total of 5 years, consisting of 1 base year, with the possibility of four (1) year option periods. This requirement is being set aside for small business concerns under NAICS Code 236220 and the Small Business Size Standard is $33.5 million. Copy of the request for proposal solicitation is available only through FedBizOpps.gov. Telephone requests will not be accepted. Proposals will be due approximately June 21, 2010, Monday, June 21, 2010, 4:30 pm Eastern Time. There will be no public opening of offers. This announcement constitutes synopsis of the pre-solicitation notice and represents the Government's official information on this project. Any information taken from other publications is used at the sole risk of the offeror. The procuring office cannot guarantee the accuracy of information contained in other publications.
