Description
The U.S. Department of Labor is seeking qualified contractors that can provide data validation support activities undertaken by the Employment and Training Administration's (ETA). We are looking for firms that qualify under the Small Business Programs mentioned in Federal Acquisition Regulation Subpart 19. When submitting your response, please indicate all programs under which you meet the criteria. The proposed acquisition will be classified under the North American Industry Classification System (NAICS) Code 541611, and the Small Business Standard is $7 million. ETA in supporting its goal to inform the Workforce Investment System of workforce policies and investments that support the continuous improvement of the public workforce investment system is seeking strategic approaches to validating information in the ETA Communication Database. The Communication Database is accessible through the America’s Service Locator (ASL) website, contains contact information (names, addresses, phone numbers, e-mail addresses, etc.) for over 20 key stakeholder groups in the workforce development system, and ETA relies on this database as an outreach tool to disseminate e-mail messages via an E-Blast system on various topics (policy guidance, special webinars, conferences, etc.) to the workforce development system. The contractor will be responsible for providing data validation management services for the ETA Communication Database. Two data validation rounds will be completed in the base year, one per six month period, for a total of 12 months. Two one-year options will follow in the same methodology of two rounds per 12 months at the Government’s discretion. Specifically, the contractor will be responsible for validating the data by gathering new and/or updating existing information for a variety of ETA Communication Database files, i.e., State and Local WIB Chairs, State and local WIB Executive Directors, Community College Presidents, Comprehensive One-Stop Operators, and State Workforce Administrators (see below for additional groups as well as approximate total counts per group). The contractor must be able to validate the existing data, add discovered data to the data base, and prepare reports based on the analysis of data validated. All contractors responding to this announcement must demonstrate their experience in the aforementioned work. Contractor will be evaluated on its ability to recruit, retain, and provide highly skilled qualified personnel, and its ability to provide appropriate staffing resources. This section of the proposal shall include sufficient information for judging the quality and competence of staff proposed to be assigned to the project to assure that they meet the required qualifications. Successful performance of the proposed work depends heavily on the qualifications of the individuals committed to this project, and the adequacy of the time commitment for each individual in relation to the specific tasks that they will perform. Accordingly, the Government, in its evaluation of the contractor's proposal, will place considerable emphasis on the contractor's commitment of personnel qualified for the work involved in accomplishing the assigned tasks. Pertinent factors for consideration of qualifications are the primary contractor's ability to: (1)Demonstrate a clear and concise understanding of the scope of work; (2)Maintain a comprehensive project plan; (3)Conduct internet searches to gather new and/or update existing information for different files involving the Workforce Investment System contacts, such as State and Local WIB Chairs and Executive Directors, Community College Presidents, Comprehensive One-Stop Operators, and State Workforce Administrators, etc; (4)Obtain information via web look ups, phone calls and an e-mail campaign; (5)Update records by directly inputting collected data into a database or entering incomplete records into an MS Excel spreadsheet; and (6)Provide detailed written monthly reports, as well as conduct bi-weekly calls regarding the status of the data verification. Responses are due May 25, 2010 by 2 p.m. EST. Electronic copies of capability statements are preferred and may be emailed to campbell.deborah@dol.gov. The response must be specific to each of the qualifications listed above to demonstrate that the respondent has the skills and experience. The submittals shall not exceed 10 pages, TOTAL.
