Description: The U.S. Geological Survey intends to make a non-competitive award to Watermark Numerical Computing Pty, Ltd in Oxley, Australia for two written documents and support for the development and enhancement of guidelines for application of computer parameter estimation code (PEST), to include underdetermined models and associated uncertainty analysis, to be delivered to Middleton, Wisconsin by 6/6/2011. Watermark Numerical Computing Pty, Ltd is the only known source for this requirement because the PEST software is developed and supported solely by Watermark Numerical Computing Pty. In accordance with FAR 5.207, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency, however THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b)(1).
