Description
The Government intends to award a firm fixed price Purchase Order to New England Aquarium, Long Wharf, Boston MA for the following requirement: Update the two existing merchant mariner education modules and test banks with information and graphics on: final speed rule (50 CFR 224.105), recommended routes off the southeast and northeast US, the Boston TSS change, Great South Channel ATBA, Roseway Basin ATBA, Seasonal and Dynamic Management Areas, and the associated enforcement penalty schedule. Contractor must contact all previous recipients of the CD and hard copy of the existing modules (six US maritime academies and World Maritime University in Sweden) in order to: •1) Obtain feedback on their implementation efforts to date (i.e., suggested improvements and revisions to the modules, if provided by the users, determine courses that now include the right whale training, parts of the training Package used, further assistance requested); •2) provide revised modules; and •3) visit schools if deemed necessary Contractor must also develop a clear process for uploading the education modules onto the NMFS website including a structure for updates and new versions, and instructions for recipients about how and what to download. Identify other web sites as appropriate that may also house this information to further the ship strike education and outreach efforts. This task will be coordinate with appropriate NMFS and/or other web personnel. The contractor shall write an article for appropriate mariner professional magazine(s) and journal(s) that describes and publicizes the modules and how to access them. This task will be coordinate with appropriate NMFS and/or other public relations personnel. •I. Deliverables The contractor shall: •· Provide NMFS with a copy of the revised Merchant Mariner Education Module: One hard copy and one electronic copy via CD. •· Provide all previous recipients of the original Merchant Mariner Education Module a CD and hard copy of the Revised Merchant Mariner Education Module. •· Provide a clear process for uploading the education modules onto the NMFS website including a structure for updates and new versions, and instructions for recipients about how and what to download. •· In consultation with NMFS, draft an article for appropriate mariner professional magazine(s) and journal(s) describing and publicizing the modules and how to access them. The NEAq has been and continues to be a major contributor to right whale research and conservation since its Endangered Species Listing in 1973 and is currently conducting independent and cooperative right whale research projects to promote the protection of right whales. Success in this task is directly dependent upon past experience, knowledge of logistics and research, and qualifications of personnel. Through a previous Purchase Order, NEAq was the original author of the Merchant Mariner Education Module. NEAq has been and remains the lead organization for both administration and research for this task. Performing this task requires extensive and first-hand knowledge of right whale biology, individual identifications, existing databases, and knowledge of fishing gear and fishing techniques for a variety of gear types. Deliverables to be delivered to NOAA, National Marine Fisheries Service, 55 Great Republic Drive, Gloucester, MA 01930. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the central contractor registration (CCR) to be considered for an award of a federal contract. For information regarding registration in CCR contact the CCR website at www.ccr.gov/index.cfm. Authority: 41 USC 253(c)(1). The NAICS Code is 712110, small business size standard is $7 million. The government intends to award a firm-fixed price purchase order for this requirement. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received by 8 AM June 7, 2010 will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to perform the required study. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
