Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center Crane Division has a requirement for capability, integration, product improvement, test and evaluation of payloads in the field of small Unmanned Aircraft Systems (UAS), which includes an unmanned aerial vehicle with integrated payload weighing less than 500 pounds, ground control station, and launch and recovery equipment. This effort will focus on testing various payloads which may require Research and Development (R&D) in order to accomplish specified tasks for UAS fight test(s) at various locations characterized by, but not limited to; high latitudes, oceanic, mountains, desert, littoral zones, and/or extreme environments within and outside the continental United States. All support will be in accordance with the Statement of Work, Contract Data Requirement Lists and other technical documentation. All efforts conducted shall be in accordance with the regulations and procedures required by the governing airspace agencies such as but not limited to the Federal Aviation Administration (FAA) and International Civil Aviation Organization (ICAO). It is anticipated this action will result in a five-year cost plus fixed fee (CPFF) basic ordering agreement (BOA). Specific tasking and delivery will be provided through individual Job Orders under the BOA. The BOA will be entered into on a competitive, best value basis considering capability, past performance and price. This requirement will not be governed by FAR Part 12, "Acquisition of Commercial Items" and is not set-aside for small business concerns. The contractor must be registered in the Central Contractor Registration database, located at www.ccr.gov and must be certified under the Joint Certification Program (JCP) in order to receive the technical package. The highest level of security required under this requirement is Secret, which will be designated on the DD Form 254. Possession of this level of clearance will be verified prior to award. The solicitation will be available on or about 11 JUN 2010 at the three websites listed above.
