Description
This notice is for a construction services contract to fit-out the floor space at our newly consolidated office at the Diamond Plaza building in Ho Chi Minh City. The Statement of Work requires that the contractor upgrade the entire office space to match the existing specifications of the newly leased space, which was previously rented and fitted out by a large multinational corporation. The Contractor chosen for this job performed the fit out for that corporation approximately three years ago. The Contractor understands and has access to the supplies and detailed architectural and prior M&E drawings that we require to have a unified, homogenous fit out which will include colors, paint, lighting, doors, office furniture, cubicles, even fabric that is to be used. The standardization of the entire floor is critical to the success of this fit out, The Contractor's knowledge and experience is unique in this situation because they are the one contractor that designed and constructed the portion of the floor that is the basis for the standardization. The Authority cited in this Sole Source Justification is FAR 6.302-1. The Contracting Officer agrees with the Facility Manager that there is only one responsible source for the services required in this contract, that will satisfy the Government's requirements. This is primarily because the SOW requires standardization of highly specialized equipment and design specifications that the contractor already possesses due to their previous contract. In this case, the current work is considered to be continued development or a follow-on contract to expand the previous fit-out to the entire floor of the building.
