Description
This procurement is restricted to Service Disabled Veteran Owned Small Businesses as a Best Value requirement. The U.S. Army Corps of Engineers, Mobile District (MDO COE) requires a varied palette of environmental, planning, and base support type services in support of a wide range of military, civil and federal agencies and customers. Customers supported by the MDO COE include all military service branches, including their major commands, sub-commands and installations; Installation Management Command; Army Reserve Command; Army Environmental Command; the Department of Defense; the Department of Homeland Security; as well as other federal agencies, state and local governments, Indian Nations, international organization and foreign governments. The Contractor will be expected to normally perform work under this contract in various customer agency locations, as well as non-government facilities, and the home office, when applicable. The place of performance will be specified in the individual task orders, along with the clearly defined deliverables. It is anticipated that a large part of the work to be accomplished, on-site at the customer agency location(s). All contractor personnel working at a DoD facility must have a current favorable National Agency Check with Inquiry (NACI), in accordance with AR 380-67, and shall maintain such during the period of performance. A full range of non-personal environmental, planning, base support professional services in the areas of investigations, reviews and studies, pollution prevention, restoration, compliance, conservation, sustainment and technology are required. Necessary skills include preparation and/or review of studies and reports; database input and management; geographical interface; inspections; evaluations; quality control and quality assurance; occupational site safety and health; sampling and analysis; strategy development; mission and program planning and evaluation; environmental benefits analysis; documentation in support of various environmental and base support activities, and other specialized efforts. Program areas include, but are not limited to Clean Air Act, Clean Water Act, Safe Drinking Water Act, RCRA, CERCLA, SARA, environmental management systems, POL management, tanks, data gathering, analysis, presentations, use of GIS, training, administrative support, office automation, meeting facilitation, sustainability, readiness, modernization, safety and industrial hygiene, base support, training area management, NEPA, endangered species, toxics, pest management, integration, facility management issues, inspections, higher level reporting, data management, and as specifically identified in the individual task orders to be placed against the basic contract. It is anticipated that a firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract with a base and four option years with an estimated value of $10,000,000.00 per year totaling $50,000,000.00 will be awarded. Option years may be exercised early. The North American Industry Classification System (NAICS) code 562910 (footnote B) for this procurement is 500 employees. The solicitation package will be available on or about 10 Jun 2010. The solicitation will not be provided in a printed paper format, however, the Government reserves the right to revert to paper medium when it is determined to be in the Governments best interest. Solicitation documents will be posted on Federal Business Opportunity (fbo.gov). All notification of changes to this solicitation shall be made via the internet. Therefore, Offerors who have registered are required to review FBO for any posted changes to the solicitation.
