Description
NAVAIR/NAWCAD AIR-4.5, Advanced Development Program Office for Airship Concepts (ADPO-AC) has identified the need for an alternative energy, self-propelled, fully-maneuverable, hybrid, LTA, stratospheric airship to provide continuous communications and sensing capabilities over a large geographical area in support of the warfighter. ADPO-AC created this requirement in response to the demands for real-time communications relays independent of cost, schedule, and risk factors associated with satellite based communications. The contractor shall design, analyze, and identify system architecture and subsystem requirements, preliminary designs of lower and upper stage subsystems, along with design and construction of subscale lower and upper stages. The engineering requirements will be written to establish and define what the airship platform must have in terms of systems, structures, avionics, command and control, launch and recovery, performance and environmental expectations and safety considerations, in order to be a complete and operational aerial commodity. A baseline configuration and performance model of an airship system will be established. A weight management program will be developed and in continual operation so that every component, assembly and sub assembly will be continually monitored for weight reduction and integration optimization. This award is issued off of BAA N68335-10-R-0009 and will be a 1 year Cost Plus Fixed Fee effort. This is the most appropriate type of contract, since there are uncertainties and risks associated with a research and development contract. CPFF provides the Government control of delivery schedule, ease of redirection of effort and emphasis on performance objectives.
