- The goal of the 6th Air Mobility Wing is to cultivate a computer technology training program whose objective is to ensure that the MacDill Air Force Base Community has the resources necessary to acquire and/or enhance children and adults in the advancement of knowledge through education, training and program management. Congressional appropriation established this opportunity to create an On-line Technology Training Program in direct support of MacDill AFB, Florida. This program is intended to promote retention in the service, improve the quality of life, and make available opportunities for members (and their families) of the military community to enhance their computer and technological knowledge, skills and abilities. CONTRACTOR PERFORMANCE OBJECTIVE FOR DEVELOPMENT OF COMPUTER TECHNOLOGY TRAINING COURSES. The overall contract concept is that the Contractor, utilizing already developed and existing web-based computer technology courses, shall register personnel to take on-line courses. This capability will not be limited to use of on-site computer labs, instead it will also include access from home via internet or a method for those without internet service to participate as desired. On-site Government provided computer labs will require Contractor furnished monitors/instructors, as well as contractor providing up keep/maintenance/upgrades to the computers and furnishings. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items required (not already on hand, furnished by government) and services necessary to provide a State of the art On-line Technology Program at MacDill Air Force Base. The contractor will supply necessary equipment to connect all computers to the internet (without use of government network system). The contractor will have inventory to: Produce and implement a Development Plan that includes, as a minimum, the following requirements; a schedule for development, updates and maintenance, student measurements, a plan to validate course integrity, testing (if required), and processes for student registration and course completion. All distributed courses must be exportable. Develop and implement a POI that includes, as a minimum; general course description, terminal objectives, required student activities, student measurement criteria, and presentation media for each unit of instruction at set hours of operation. Develop and implement Instructor Lesson Plans for each applicable unit of instruction to include, as a minimum: unit introduction, body, conclusion, and all enabling objectives. Contractor shall provide assistance to personnel in completion of courses, provide for assistance to personnel on a scheduled or walk in basis, and shall operate age appropriate weekly cyber club, day clinics, weeklong cyber camps for youths covering the span of ages 5-18. Develop Student Training Materials for each unit of instruction that provides the student with the information to support meeting the objectives for that unit. The contractor shall provide a set of Student Training Materials, contained in a form that is practical to use in and out of the classroom, to each student for their retention. Materials (where applicable) shall include, as a minimum: a table of contents, terminal objectives, unit introduction, all information necessary to support the objectives, and the evaluation criteria for successful completion. Student Training Materials that consist only of PowerPoint presentations, unsupported by correlating text, will NOT be accepted. Develop and administer a student measurement program to include, as a minimum; measurements to assess student achievement of all knowledge and performance-based course objectives, a test administration plan that shall prevent test compromise, and the process for validating measurement devices. Provide Technical Assistance aimed at providing an age appropriate curriculum to children at the Child Development Centers, Family Child Care, and Youth Programs. These will be train the trainer with specific goals and objectives aimed at offering a sound curriculum to children/youth. The contractor shall develop basic goals and objectives and offer training to FSS personnel working with these children. The Contractor shall also provide assistance at the Child Development Centers, Family Child Care Programs and School Age Programs to ensure a sound introduction to technology and a user-friendly curriculum by developing a basic age appropriate lesson plan with goals and objectives and having a system of measuring outcomes. All course work offered will vary from beginner to advanced skill levels with primary focus on beginner and intermediate skill levels. Contractor shall accomplish as a minimum; schedule for periodic review, schedule for required curriculum updates, and supply required course material for students. The contractor shall furnish all subject matter expertise. The Government will have the option of continuing this contract at its conclusion for the same rate, less the cost of the new equipment necessary for project implementation. The Contractor shall be responsible for providing updates and upgrades to all workstations and printers to support the program that meet the minimum AMC standards listed below. Provide all network equipment, cabling, and internet services to support this program. Perform all hardware/software installation and maintenance, configuration and operations management of workstations and network equipment, and set and maintain security policies. Obtain and fund any reprographic services needed to support program. Obtain and fund local phone access through the local telephone carrier.
