Description
THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROCUREMENT. The U.S. Forest Service, EROC-NW, Region 6, has a requirement for rehabilitating historic windows and replacing non-historic windows throughout the Malheur National Forest. Work will be completed at several rural and remote locations. All work to be accomplished on Historic Windows must meet the Secretary of Interior Standards for Historic Preservation. The Contractor shall be responsible for verifying all window measurements to determine necessary quantities and sizes of materials to be furnished. The Contractor shall be responsible for all incidental work not specified but required by building codes or professional practice for the complete and correct installation of the work. No allowance will be made for failure of the Contractor or subcontractors to correctly interpret and clearly understand the intent of the scope of work and their responsibility to perform the work in full. The Contractor shall furnish all labor, materials, equipment, tools, transportation and supplies necessary to perform all work required. The period of performance is from an estimated start work date of June 1, 2010 through October 31, 2010. A negotiated, firm-fixed price contract is contemplated requiring submission of both a technical and a price proposal. Award will be made to the offeror whose proposal offers the best value to the Government. The estimated construction range of magnitude is between $100,000 and $250,000. Contractors are required to be registered with the Central Contractor Registration (CCR), and the Online Representations and Certifications Application (ORCA). The NAICS code for this project is 238350, with a size standard of $14.0 million. The full detailed solicitation with specifications and wage rates will be posted to the https://www.fbo.gov/ website on or about April 27, 2010. At the time specified in the solicitation, offerors may submit their proposals in response to the solicitation. Note that all offers meeting the requirements specified in the solicitation will be considered. Offers will be due on or around June 4, 2010 with a total award time of approximately 90 days from the date of this notice. This project is being issued under the Small Business Competitiveness Demonstration Program and is utilizing full and open competition.
