- The U.S. Bureau of Reclamation, Upper Colorado Region intends to award a sole source contract to Overton Power District No. 5 (OPD5). The project consists of relocating approximately 1.5 miles of high-voltage electrical transmission line around a topographically low area to avoid permanent flooding that will occur due to the future construction of a fish barrier on the Virgin River. Work will include delineating the new alignment, performing the necessary environmental studies, obtaining a new right-of-way from the Bureau of Land Management, and relocating the power line. A Justification and Approval is being processed for this requirement. The Government anticipates awarding a firm fixed-price contract. The North American Industry Classification System (NAICS) Code is 237130 (Power and Communication Line and Related Structures Construction). This requirement is intended as a sole source contract due to the fact that the lines are owned by OPD5, and OPD5 has a longstanding policy prohibiting outside vendors from performing work on their power transmission lines. All interested parties must respond within 15 days of the appearance of this notice in FedBizOpps. To be considered, interested offerors must submit technical literature describing their capability to effectively satisfy this requirement, as well as terms and conditions and a complete price quote within 15 days of this notice, to the following electronic mail address: tworthington@usbr.gov. No solicitation exists and requests for a copy of a solicitation will be disregarded unless one is subsequently issued. All responses from responsible sources will be fully considered. As a result of analyzing responses to this synopsis of intent, the Contracting Officer may determine that a solicitation will be issued. If such a solicitation is issued, an additional synopsis may be published. Any such solicitation that will be open to competition will be issued on FedBizOpps in order to permit firms to respond.
