Description
NOTE: This is not a Request for Proposal (RFP). The solicitation with specifications, drawings, and site visit information, shall be released through the Internet on the Federal Business Opportunities (FedBizOpps) website at https://www.fbo.gov on or about June 9, 2010. No hard copies of the solicitation shall be provided. The U.S. Environmental Protection Agency has a requirement for a Chemistry Laboratory Renovation Phase 1 Project located at the NEERL, Atlantic Ecology Division, 27 Tarzwell Drive, Narragansett, Rhode Island 02882. The scope of work consists of renovating an existing three story lab which houses upper level chemistry labs and offices and a salt water aquarium facility on the lower level. The wet lab was originally constructed in 1975 as an addition to the Main Office and Wet Lab Building on the USEPA Campus. Although this project shall not be LEED certified, whenever feasible, green products shall be used and LEEP guidelines shall be followed. A general description of the project is as follows: Architectural: The area of architectural interior work includes approximately 7000sf. Laboratories are being reconfigured and modernized. New casework, equipment and high performance fume hoods are to be provided. Corridors and offices are to receive new finishes. Exterior improvements include replacement of doors, windows, exterior soffit and patching existing openings. Roof renovations shall accommodate new equipment and ductwork including equipment supports, structural framing and patching existing openings. A new stair and hatch for roof access is to be provided. Mechanical: A new 34,000 CFM rooftop HVAC unit to serve the newly renovated chemistry and lower level mezzanine floors, to go along with a new 17,000 CFM rooftop lab exhaust unit with heat recovery coils to be added. There is also a new 10,700 CFM exhaust fan with heat recovery coil on the mezzanine level. New labs feature a manifolded central exhaust system, new ductwork, VAV boxes and automatic temperature controls. Lab hoods to feature low flow design to further save on HVAC operational costs. Electrical: Existing 100A, 120/208-volt laboratory panels and feeders shall be removed and replaced. New motor control centers shall be installed to have existing phased out as future phases are completed. New labs are to be renovated with new devices, energy efficient lighting, and fire alarm devices to meet code. All new feeds and connections are to have new HVAC equipment. Fire Protection: The existing sprinkler heads shall be removed from within the scope-of-work. The existing wet sprinkler systems shall be modified and the branch piping shall extend to serve the new "quick-response" sprinkler heads within the scope-of-work and the mezzanine and first floor levels. Plumbing: Existing plumbing fixtures, outlets, equipment, trim, all associated supply and waste piping shall be removed and replaced. New cylinder gas piping equipment, manifolds, wall restraints and supply piping services for Phase 1 labs and for future phases shall be provided. Supply piping services for Roof Top Unit shall be added. Vent piping services for renovated lab spaces and toilet rooms shall be modified. Existing corridor drinking fountain shall be relocated. The General Contractor shall provide all supervision, labor, materials, tools, equipment, hardware, and documentation necessary to complete the project. The NAICS code is 236220, Commercial and Institutional Building Construction, and the anticipated contract performance period is 12 months after receipt of the Notice to Proceed (NTP). The estimated price of the work is between $2,500,000 and $3,500,000. This is an unrestricted acquisition and a firm-fixed price contract is anticipated. Contract award shall be made utilizing best value methodology. Two evaluation factors shall be used, which include Past Performance and Price. The evaluation factors shall be approximately equal in importance. All responsible sources may submit a proposal which shall be considered by the Agency. All prospective offerors are required to be registered in the Central Contractor Registration system in order to be eligible for contract award. The anticipated solicitation release date is approximately June 9, 2010. No hard copies of the solicitation shall be provided.
