- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. Solicitation W912PQ-10-T-0020 is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures under FAR Part 13. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-41. This acquisition is being solicited as a small business set-aside. The North American Industry Classification System (NAICS) code is 541511 with a small business size standard of $25.0 million. Only one (1) award will be made as a result of this combined synopsis/solicitation. The 105th Airlift Wing is seeking sources to provide an upgrade to our existing Morale Minder Call Management System in accordance with the following: The requirement is to upgrade our existing Unique Communications Morale Minder 12 line morale call management system. The current system was installed in 2006 and operates on a government owned computer using Windows XP. Due to network security requirements, the government owned PC must be upgraded to operate in a Windows Vista environment. We will need Morale Minder software and hardware upgraded to support Windows Vista Business 32-bit. The upgraded Morale Minder system will be integrated with a Nortel meridian Option 61C and/or a Nortel 1000E PBX (in the middle os a PBX upgrade). The vendor will need to install and test new hardware and software. Also, the vendor must provide difference training to Communications Flight personnel. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, is most advantageous to the Government based on lowest price technically acceptable. Award will be made IAW FAR 13.106. Proposals are due no later than 4 P.M Eastern, 02 June 2010. All interested offerors must be registered in the Central Contractor Registration (CCR) before an award can be made. To register with CCR, log on to https://www.bpn.gov. If the offeror does not become registered in the CCR database in the time prescribed by the Contracting Officer (NLT due date/time of solicitation), the Contracting Officer will proceed to award to the next otherwise successful registered offeror.
