Description
This Presolictation Notice replaces presolicitation notice VA-248-10-RP-0457 in its entirety. Acquisition Service Area Office (ASAO) 8 anticipates the award of a firm-fixed-price contract to provide labor, materials, equipment and manpower for painting and refurbishing Orlando Veterans Affairs Medical Center (OVAMC) buildings. The magnitude of construction for this project is between $500,000 and $1,000,000. The procedures to be used in awarding the contract will be a written solicitation. It is anticipated that the solicitation will be issued on or about 1 June 2010. THIS ACQUISITION IS SET-ASIDE 100% TO ELIGIBLE SERVICE DISABLED VETERAN OWNED SMALL BUSINESS FIRMS (SDVOSB). The contract is intended to be award to a SDVOSB concern on a competitive basis, per FAR 13.5 Test Program for Certain Commercial Items. REQUIREMENT: Many of the buildings at the Orlando VAMC were built in 1943 and most have lead paint on the exterior. This project requires the selected contractor to perform the cleaning, repair and encapsulation of the lead paint, which will eliminate the hazardous material liability to the medical center and The following OVAMC buildings, will require this work: Buildings 3126, 3127, 3128, 3132, 3133, and 3134. In addition this effort will require the contractor to improve the overall appearance of the buildings, the following buildings shall have newly installed vented vinyl soffit systems as well as cleaned asphalt shingles: Buildings 3126, 3127, 3132, 3133 and 3134. This project also includes the cleaning, repairing, sealing and painting of the following buildings: Buildings 500, 503, 504 and 519-522 (Domiciliary). All brick surfaces shall be sealed and non-brick surfaces shall be painted, including handrail and balconies in the Domiciliary. All glass surfaces and windows shall be cleaned on the exterior and interior. Clean and repaint or replace all metal canopies campus wide. In addition, new dock levelers will need to be installed at building 501. The applicable North American Industry Classification (NAICS) code for this procurement is 238190 and the size standard is $14.0 million. The awardee MUST be a Service Disabled Veteran Owned Small Business (SDVOSB) firm registered in the Central Contractor Registration (CCR) at http://www.ccr.gov/ and registered at the VetBiz Vendor Information Pages: http://www.vip.vetbiz.gov/general_user/default.asp as a SDVOSB firm. A mandatory Pre-Solicitation Site visit will be held at 10:00 AM, Thursday 27 May 2010. Location: OVAMC Engineering Conference Room, Bld 3132. Pre registration is required.
