Description
This Notice is posted to comply with AIDAR 706.302-70(c)(1) and FAR 5.201. The contract with The Pragma Corporation, Inc., 176-C-00-06-00007, will be modified to extend the period of performance and expand the Statement of Work. The Period of performance will be extended through September 30, 2011. The contractor will continue providing support to the improvement of business environment under the jointly co-funded Kazakhstan-US Program for Economic Development in Kazakhstan. The project will assist with completion of licensing and permitting system reform at national and local levels, assist with completion of the inspections sanctions system, including the development of a gradual sanctions system in line with international best practices, will help GOK in improving its rating in the Doing Business survey by assisting with reforms in the areas of the property registration system at the local level in Public Service Centers, voluntary business liquidation. In Kyrgyzstan, the extension will enable an increased level of critical assistance during the next 6 to 9 months that is required to help stabilize economic situation after the April 7 th uprising before the permanent government will be established. This will ensure that positive aspects of already achieved results under the previous governments are inherited, and also ensure the continuity of business regulation reforms when the new government is formed. The project will also assist a new permanent government in the formulation of its economic policy as related to major areas of business environment such as business registration and deregistration, property registration, licensing, inspections, as well as other requests that a newly established government may have to Business Environment Improvement (BEI ) within its general scope of work of supporting business environment improvement. The price of the contract will be increased by $4,431,027. The Contracting Officer at USAID/CAR in Almaty, Kazakhstan has determined, in accordance with AIDAR 706.302-70(b)(5), that full and open competition need not be obtained. Proposals are not being requested and a solicitation will not be issued.
