- Pre-solicitation Notice for Improvement Advisor services for Clinical Microsystems and Improvement Leader Courses for the VA NW Health Network - VISN20 The Veteran's Affairs, VISN 20 Contracting Division has a requirement for Improvement Advisor services for Clinical Microsystems and Improvement Leader Courses for the VA NW Health Network - VISN20. This requirement will be handled as a full and open procurement. The government intends to award a Firm-Fixed Price (FFP) type order. The Request for Quote (RFQ) will only be available on the FedBizOpps website at http://www.fedbizopps.gov/. Prospective offerors are responsible for downloading the RFQ and all attachments. It is the offerors responsibility to monitor FedBizOpps for the release of the solicitation and any amendments that may follow. Potential offerors making a written request must include an adequate justification for not obtaining the solicitation via the internet. Telephone requests for diskettes or other inquiries will not be honored. Requests may be made via email at james.pemberton@va.gov. Offerors are cautioned to include the Solicitation Number VA-260-10-RQ-0466 on all documentation submitted in response to this requirement. Contract requirements, together with evaluation criteria will be covered in detail in the solicitation and work statement. Contract award will be based on the best-value to the Government where technical capability and past performance are significantly more important than cost/price. The estimated award date is June 2010. The North American Industry Classification System (NAICS) code for this procurement is 611310 Colleges, Universities and Professional Schools, and the size standard is $7 Million. To be eligible for award, offerors must be registered with the Central Contractor Registry at www.ccr.gov. Additionally, Representations and Certifications can be completed at http://orca.bpn.gov.
