Description
Attch 2 WD 2005-2511 (Rev 11) Attch 1 PWS and Appendices Attch 5 Building Maps Attch 4 Inventory UPH/Referral/FMO Services Solicitation Attch 3 HAFB Statements SOLICITATION POSTING: The Air Force 49 Civil Engineer Squadron (49 CES) and the 49th Contracting Squadron (49 CONS) are issuing this solicitation for a service requirement for Housing Referral Services at Holloman AFB, NM for FY11. This is an 8(a) competitive acquisition. This constitutes Solicitation Number FA4801-10-R-0010, which is issued as a Request For Proposal (RFP). Anticipated award to be a Firmed Fixed Price Contract. Proposal contract is for a basic period of twelve (12) months and four (4) one-year option periods with an anticipated start date of 1 October 2010. The solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-39, effective 19 March 2010. This acquisition is solicited as a Competitive 8(a) Set-Aside per approved waiver (to compete Below the Competitive Threshold IAW FAR 19.805). Joint Ventures are allowable on competitive section 8(a) set-asides and must be received by the Small Business Administration prior to proposal due date and approved before award of a resulting contract. If you are contemplating a joint venture on this project, you must advise your assigned Business Development Specialist (BDS) as soon as possible. It is recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes can be made only when your BDS has adequate time for a thorough review before the proposal due date. NO CORRECTION AND/OR CHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF PROPOSAL. The successful contractor will be selected using lowest price technically acceptable (LPTA) procedures in accordance with FAR 15.101-2, resulting in the Best Value to the Government. This requirement is solicited under FAR Part 12 utilizing commercial acquisition procedures. The North American Industry Classification System (NAICS) code is 561210-Facilities Support Services with a size standard of $20M in average annual gross receipts. REQUIREMENT: The contractor manages all furnishings and appliances associated with Unaccompanied Personnel Housing (UPH), Fire Department (if required by Fire Chief), and Lodging (appliances only). This requirement encompasses the management of approximately eight (8) seventy-room dormitory buildings. The contractor provides all personnel, equipment, tools, supplies, materials, supervision, vehicles, forklifts, dollies and any other items and services necessary to perform all tasks associated with management of UPH IAW AFI 32-6005, at Holloman Air Force Base (HAFB), NM. The contractor acts as the facility manager for all UPH facilities and implement all policies and procedures as approved by the Installation Commander. Contractor ensures customers are afforded complete referral service and a full range of personal assistance IAW AFI 32-6001, Chap 7. Duties include but are not limited to, accepting lists of houses, apartments, housing projects or information from realtors in the area, counseling incoming members, and allowing rental or sale listings to be posted on installation bulletin boards.
