Description
Notice of Intent: Sole Source The 10th Contracting Squadron, United States Air Force Academy Colorado, intends to award a sole source commercial contract to Boston Micromachines Corporation who is a large business. The requirement is to purchase the Micro-Electrical Mirror System Array; 61 mirror element; 500 micron element size; 3 actuators per element; 20 micron actuator stroke; 4 mm aperture size; 100 Hz response rate; fill factor> 80%; complete with control electronics. Boston Micromachines Corporation is the only source that can satisfy the government's requirements for deformable mirrors in both segmented and continuous facesheet designs with virtually identical characteristics within the specifications listed below: •1. Mini-DM MEMS Deformable Mirror - Two each •a. Continuous Surface •b. 32 Actuators •c. 1.5 um Max Stroke •d. 1.5 mm Aperture •e. 300 um Pitch •f. Aluminum Coating •g. Protective Window on 6 degree wedge w/AR Coating: 400-1100 nm •2. Mini-DM MEMS Deformable mirror - One each •a. Segmented Surface •b. 32 Actuators •c. 1.5 um Max Stroke •d. 1.5 mm Aperture •e. 300 um Pitch •f. Aluminum Coating •g. Protective Window on 6 degree wedge w/AR Coating: 400-1100 nm •3. Mini-Driver - Three each •a. 32 Channels •b. 8 KHz/30 KHz Frame Rate (Stream) •c. Internal HV Power Supply •d. 14 bit Resolution •e. USB 2.0 Control •f. Interface Cabling •g. Demo Software Included •h. Min Interface Assembly •i. Accessories •j. FOB destination This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any responsible offerors believing they can provide the required segmented and continuous facesheet designs that meets all the features and functions of the requirement described above may provide evidence for consideration, which if timely received, will be considered by 10 CONS/LGCB. Evidence must support the offeror's claim they can provide all services with properly qualified personnel as identified in the agreement. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Responses must be received no later than 2:00 pm (MST) on 1 June 2010. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated. The Government does not intend to pay for any information provided under this synopsis. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
