- Amendment with Industry Q&A, and some page replacements 5/26/10: An amendment to the solicitation has been posted 5/14/10: The official Solicitation has been posted and is attached Please do NOT call or send an email regarding this synopsis. Please monitor this website for the complete solicitation, then submit a offer if you meet the requirements. SCOPE OF WORK OCC is seeking an experienced and qualified vendor(s) to administer its flexible spending account (FSA) program for its employees. OCC has been offering its own FSA program since 1991 which consisted of a Health Care and a Dependent Care reimbursement account. Then in July 2005, the OCC began offering a Parking FSA. OCC employees are not permitted to participate in the federally sponsored FSA program administered by SHPS. OCC employees can only elect to participate in the OCC FSA program. The OCC is specifically requires, but not limited to, the following features of FSA management services: § Web-based on-line enrollment § Participant account inquiry via the Internet § Non-discrimination testing services § Direct Debit Card § Electronic claims submission § Communication materials FUNDING CONSTRAINT The Contractor shall establish a bank account, in the name of the OCC, for the purpose of accepting payroll contributions electronically transmitted by NFC biweekly. In addition, the Contractor shall accept the employer lump sum contribution (the OCC Life Cycle Account benefit), in this same account, at the beginning of each plan year. For 2010, the OCC made a total lump sum employer contribution of $1.6M to fund employee HCA and DCA accounts.
