- USACE, Engineer Research and Development Center (ERDC) intends to issue a sole source award to STRATTECHS, INC, 6847 Tulip Hill Terrace, Bethesda, MD, 20816-0000, to provide consultant service(s) as an external reviewer, technically familiar with the scientific nature of the ERDC research areas and with the operations of Research & Development (R&D) laboratories. Consultant service(s) will include participation and feedback in the evaluation of proposals for FY11 Basic Research Projects for the ERDC Business Areas and participation in evaluations of the ERDC Portfolio Analysis for the 2011 2013 ERDC Research and Development program. Objectives will include review and offer professional guidance and opinion on the quality and direction of the ERDC Research and Development plans and technical direction to examine the relevance, impact and effectiveness of the laboratorys programs. The North American Industry Classification System (NAICS) code for this requirement is 541611, Administrative Management and General Management Consulting Services and the small business size standard is $7.0M. The Government intends to procure from only one source in accordance with FAR 13.106-1(b). This will be a commercial acquisition using simplified acquisition procedures per FAR 13. This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a capability statement, proposal, or quotation to the Contract Specialist by 04:30 PM CDT, Monday, May 31, 2010.
