Statement of Work Table of Deliverables Amendment 001 to Letter RFP 10-30 issued 04/16/2010 as follows : This amendment to the subject solicitation is issued to provide responses to questions. In response to questions received from TRC Solutions: Q: In section II of the SOW, it identifies 7 subreaches containing 30 sites. The need for bird surveys (SWFL and YBC) is mentioned for subreaches 2 (sites 6-10) and 3 (sites 11-16) and site 27 within subreach 7. In section III, site 1 in subreach 1 is also mentioned. Are these the only sites for which bird surveys are to be performed? A: Yes. Q: Are surveys to be limited to the acreage of the sites as shown on Table 4.1 of the Conceptual Restoration Plan? A: The acreage is an approximation but may be plus or minus 5 acres. Q: Similarly, the need for soil surveys is only mentioned for subreach 6 (sites 22-25). Are these the only sites for which soil surveys are to be performed? A: Yes. Q: We contacted NRCS, and they informed us that Order II soil surveys have already been performed for this area. Are the existing soil surveys adequate, or are additional soil surveys required? A: Additional soil surveys are required. Q: Section III of the SOW states that USIBWC will require written permission from the landowners and right of entry authorization for privately owned sites. Does USIBWC know who the landowners of these sites are and will USIBWC obtain that permission? A: The contractor will obtain the permission from the landowners. For most of the Landowners, USIBWC has accurate information of the owner, but records from the County Office of Dona Ana may also be needed. In response to a question received from e2M (HDRINC): RFP on Page 3, Task 1 states "For each site, the contractor will also obtain groundwater information including maps showing depth to groundwater." Question 1: Will this require installation of wells and pressure transducers, or are these data already available? A: No RFP on Page 3, Task 2 states that " The contractor with the assistance from USIBWC will review, collect, and analyze data and will develop detailed site plans for each restoration site that can be implemented within Phase I." Question 2: Please confirm that under this TO, the contractor will develop site-specific restoration plans, but will not implement those plans." A: The Task Order (TO) scope of work is for additional surveys to acquire data for restoration implementation to be conducted at a later time. The scope of work does not include restoration implementation. Question 3: Please confirm the sites for which site-specific restoration plans are to be developed by the contractor. Are all sites (#1-30) included? A: Yes, as stated in the TO scope of work. Question 4: Is the contractor responsible for developing site-specific restoration plans for sites #6, 13, 14, 18 and 20, which have been identified for implementation through a cooperative agreement with the United States Fish and Wildlife Service? A: Yes, for site specific restoration plans. RFP on Page 3, Task 2 requires states that "The contractor will refine the Evapotranspiration (ET) estimates based on before and after site vegetation and open water conditions." Question 5: For this refinement of the ET estimates, will the contractor be required to use the ET model used to develop the current estimates provided in the Conceptual Restoration Plan? A: Yes, as a guide. Question 6: How flexible is the timeline for completion of this project? A: The timeline is as stated in the TO. The deadline for receipt of proposals remains 3:00 p.m. Mountain time on April 23, 2010. Amendment 002 to Letter RFP 10-30 was issued 04/16/2010 as follows: This amendment to the subject solicitation is issued to provide responses to questions. In response to a question received from e2M (HDRINC): In response to your answer to our first question, we have the following follow up question: RFP on Page 3, Task 1 states "For each site, the contractor will also obtain groundwater information including maps showing depth to groundwater." Question 1: Will this require installation of wells and pressure transducers? A: No, this will not require installation of wells and pressure transducers Question 2: Are these data currently available? Question 2: Are these data currently available? A: Data is not currently available for depth to groundwater but may be available through State of New Mexico databases and other sources. The contractor is required to do the information searches and data gathering. The deadline for receipt of proposals remains 3:00 p.m. Mountain time on April 23, 2010. Amendment 003 to Letter RFP 10-30 was issued 04/30/2010 as follows : This amendment to the subject solicitation is issued to clarify the statement of work and the previous response to the following question. Q: In section II of the SOW, it identifies 7 subreaches containing 30 sites.... Similarly, the need for soil surveys is only mentioned for subreach 6 (sites 22-25). Are these the only sites for which soil surveys are to be performed? Previous A: Yes. Clarified A: The scope indicates soil surveys for ALL restoration sites. The attached table is hereby made a part of the original scope of work. The deadline for receipt of revised proposals is 3:00 p.m. Mountain on Friday, May 7, 2010.
