Description
Attachments Drawings Solicitation The Defense Logistics Agency, Defense Supply Center, Columbus Ohio has a requirement to replace two elevators at Building 306. This procurement is being issued on an UNRESTRICTED basis for full and open competition pursuant to the Small Business Competitiveness Demonstration Program Act of 1988, Public Law 100-656 (15 U.S.C. 644 note). The contract will be issued pursuant to the Small Business Competitiveness Program. The magnitude of construction or this project is between $100,000.00 and $500,000.00. The award will be a firm fixed contract. Award will be based on the lowest evaluated price of the technically acceptable proposal meeting all of the solicitation requirements from responsible offerors with acceptable past performance. There will be one award made for the solicitation even though work involves the replacement of two separate elevators. Award may be made without discussions. The following summary is for the purpose of general information and is not intended to include or describe every feature or item or to define the scope of work. It is expected that prospective contractors will attend the site visit and thoroughly familiarize themselves with the project prior to submitting a proposal. Description – The contractor shall furnish all plant, labor, material, supplies, equipment, tools disposal and supervision necessary to replace two elevators in Building 306 located at the Defense Supply Center, Columbus, Ohio. Elevators to be removed and replace include on passenger elevator and one freight elevator. All work shall be performed at the Defense Supply Center, 3990 East Broad Street, Columbus, Ohio 43213. Work shall be performed in strict accordance with specifications for Project CSC-09761 and project drawing 4-508 subject to the terms and provisions of the contract. The areas at which work will be performed will remain active and operational during the performance of the contract. It is imperative that all work performed under the contract be scheduled and phased to minimize disruption of utility systems, personnel and to provide accessibility to the building at all times. MANDATORY CONTRACTOR QUALIFICATIONS: This job requires the use of specialized skills and equipment. The contractor will be required to provide pre-engineered elevator systems from a manufacturer regularly engaged in the manufacture of elevator systems which comply with ASME A17.1 and ASME A17.2 in their entirety. Elevator specialists involved with work associated with this project shall possess all required state and local certifications and licenses and a letter of endorsement from the elevator manufacturer certifying that the elevator specialist is acceptable to the manufacturer. Further qualification requirements are detailed in Specification Section 14 24 00, paragraph 1.4 – Quality Assurance. Contractors submitting offers for this project shall have not less than a minimum of three (3) years of work experience in having satisfactorily performed work of the types and magnitude required by this project. PERIOD OF PERFORMANCE: All work associated with the performance of this project ms be completed within 90 calendar days after receipt of the Notice to Proceed. The solicitation will close at 1:00 PM (Eastern) on 25 June 2010. Prospective contractors must be registered in the DoD Central Contractors Registration (CCR) database and Online Representations and Certifications Application (ORCA) database prior to award of a Government contract. Offerors are further advised that failure to register in the CCR or ORCA databases will render the contractor ineligible for award. Registration requires applicants to have a DUNS number. Access to the Defense Supply Center, Columbus, Ohio is restricted. All individuals wishing to attend the site visit will be required to request access no later than 24 hours prior to the site visit. Those individuals wishing to attend must provide their name and corporate affiliation to the contracting officer by fax or email. Individuals will need to enter the Center through the Visitor Processing Center and valid federal or state issued photo identification will be required.
