Description
The Department of Navy (DoN), Bureau of Medicine and Surgery [BUMED] is seeking sources to provide services in support of an initiative to promote improved physical, psychological, and social health among Navy personnel so as to avoid becoming wounded warriors; or if injured / ill, to return to duty in a more expedient timeline. The Bureau of Medicine and Surgery intends begin the process of developing a comprehensive performance health incentive program within the Navy by virtue of a conference designed to provide an understanding of the state of the science in areas of interest to the military (smoking cessation, weight control, alcohol abuse, etc.). The intent is to conduct a conference on the use of a monetary and non-monetary incentive program leading to behavior changes and subsequently produce a military related comprehensive article providing guidance on the implementation of such a program; the article must be of sufficient quality to be published in an academic journal. The conference chairman shall conduct a meeting whose members will be comprised of: a 10-12 person panel of individuals who are subject matter experts in various areas of designated health issues in the military (obesity, tobacco abuse, alcohol abuse, hearing loss, etc.) and approximately 100 military medical and non-medical leadership from DoD, National Institute of Health (NIH) and other Federal agencies and universities. The procurement is designed to provide Navy policy makers and program managers that are interested in using incentives to improve the health and well being of its personnel, provide current information on best practices, and discuss potential methods to move forward in this area. As part of the evaluation criteria, the Contractor must demonstrate experience in providing an academic-based speaker/conference leader with experience in contingency management (behavioral treatment used in mental health and/or substance abuse fields) and experience in the application of incentives utilized to promote healthy behavior. The speaker/conference leader must demonstrate sufficient experience through documented contingency management publications; in addition, the Contractor must possess experience as both a recognized researcher and clinician of incentive theory for behavior change in substance abuse. This procurement is being conducted as a commercial item acquisition in accordance with FAR Part 12, using subpart 13.5 test program procedures. The award of a firm-fixed price contract is anticipated. Release of the Request for Quotes [RFQ] will be via the internet. Interested parties may download the RFQ upon its issuance to the following website: https://www.neco.navy.mil. Interested parties should frequently monitor the NECO website for any updates and /or amendments. The applicable North American Industry Classification System [NAICS] code is 541611. A twelve month period of performance is associated with this effort, with an anticipated conference date of September 2010.
