Description
DESCRIPTION The United States Government currently occupies, and has a continuing need for, the following blocks of contiguous warehouse and related space: Space Require-ment Total RSF Warehouse RSF Office RSF Parking Spaces No. of Buildings Occupancy Date A 57,272 46,665 10,607 82 Single Bldg. 2-1-11 B 133,518 113,671 19,847 120 (Secured) 1 or 2 Adjacent Bldgs. 2-1-11 C 79,971 48,641 31,330 245 Single Bldg. 2-1-11 D 57,321 31,271 20,050 210 Single Bldg. 4-1-11 The Government is seeking expressions of interest for each of these needs, and offerors may express interest in one or more of these needs. The Government reserves the right to award separate leases for each building leased. The U.S. Government tenant agency must be the sole tenant in any offered building. Offered space must meet the following requirements: Space Requirement Warehouse Ceiling Height Warehouse Floor Load Number of Dock-High Loading Docks Number of Drive-Ins Entrances Tenant Improvement Allowance A 18' 250 lbs/rsf 5 1 $12.27/RSF B 18' 250 lbs/rsf 10 2 $10.16/RSF C 20' 350 lbs/rsf 4 0 $19.41/RSF D 20' 250 lbs/rsf 3 1 $20.21/RSF In addition, all offered space must have access to handicap accessible restrooms. Occupancy for each space requirement is required by the dates set forth above. Offerors should note that in its price evaluation, the Government will consider the total value of existing improvements, equipment, and fixtures (whether lessor or Government owned) that are included in each offeror's proposal to meet the tenant agency's requirements. The value of any improvements, equipment, and fixtures that meet the Government's requirements in excess of the Government's standard building shell requirements will be considered in the price evaluation in order to reduce the overall cost to the Government to build out and occupy any space. In addition to those costs the Government will also consider physical move costs, the impact on the agency mission, and the costs associated with non-productive agency downtime, etc. LEASE TERM: The lease term will be a firm term of ten (10) years, with an option to renew for one (1) additional five (5) year term. DELINEATED AREA: All properties offered to the Government in conjunction with this requirement must be located in the delineated area bounded by: North - Franconia Springfield Parkway South - Richmond Hwy Rt. 1 East - Beulah Street West - Rolling Road/Pohick Road (VA-638) EXPRESSIONS OF INTEREST SHOULD BE SUBMITTED IN WRITING NO LATER THAN JUNE 10, 2010 AND SHOULD INCLUDE THE FOLLOWING INFORMATION: •1) Identification of the space requirements (A, B, C, and/or D) for which interest is being expressed; •2) Building name and address; •3) Floor Plans of space offered; •4) Rentable Square Feet Offered; •5) Usable Square Feet Offered; •6) Asking full service rental rate per RSF (inclusive of the required Tenant Improvement Allowance as set forth above); •7) Date space will be available for commencement of tenant improvements; •8) Number of parking spaces available on the premises; •9) A list of any improvements, equipment, and fixtures at the offered site in excess of standard GSA building shell requirements; and •10) Name, address, telephone number, and email address of individual to be contacted. Submission by other than the owner or manager of a property must be accompanied by a letter from the ownership granting permission to make a general offering of space. In instances where the Offeror is representing more than one property, the Offeror is hereby notified that they may only participate in negotiations on behalf of one owner. In the event that a potential offeror fails to provide specific rental rate or other required information as part of its response to this advertisement, the Government reserves the right to assume that the building in question cannot meet the Government's minimum requirements.
