Description
The Department of Veterans Affairs (VA) intends to solicit proposals for a TURNKEY hoteling or office/business services solution as described below for the following locations and estimated initial requirements: Greater Metropolitan Washington Area (within 25 miles of city center) - 220 persons/seats; Frederick, MD 44 person/seats; Greater Quantico VA area (within 25 miles of city center) 200 persons/seats; and Eatontown NJ - 482 persons/seats. The VA prefers a single site for each geographic location but will consider offers with more than one site for a given location. Procurement will be made on a best value basis and the VA may make one or more awards or for the entire initial requirement. Multiple awards are anticipated. The VA anticipates issuing a solicitation on or about June 4, 2010 with a closing date of June 14, 2010. The solicitation will be available for downloading from http://fbo.gov. Interested Offerors will be responsible for downloading copies of the solicitation and any subsequent amendments from that website. The VA requires an office services solution akin to a seat management solution to accommodate the sudden increase in VA acquisition and training staff. The solution requires a turnkey per seat or per person offices services solution where the VA personnel can perform all necessary office functions incident to the efficient performance of their official duties. Such an office services solution is commonplace in the commercial market and is often referred to as an "hoteling" services or business center arrangement where the office space, all ancillary services (reception, mail delivery), and furnishings (desk, chairs, telephone and the like) are provided so that companies can perform normal work functions. Offerors will not supply any information technology equipment such as computers, printers and so forth as these will be supplied to the persons utilizing the hoteling/office services solution. Such services must be provided in Class A office space. This is found in large cities where off site "virtual offices" are often required for such tasks as attorney document review, litigation, proposal preparation and so forth. Such contracts do not involve lease or tenancy rights with the standard commercial terms and conditions with typical terms stating "This agreement is the commercial equivalent of an agreement for accommodation(s) in a hotel. The client accepts that this agreement creates no tenancy interest, leasehold estate, or other real property interest in the clients favor with respect to the accommodations. The client is being provided the right to share the use of the center ¦" The VA seeks to make use of standard terms and conditions found in the commercial marketplace as the normal solutions to the staffing crisis are not available to it and mission failure or significant impairment of function is not a viable alternative. The aforementioned procurement will be made on a best value basis. All responsible sources may submit proposals which shall be considered by the agency.
