Description
MODIFICATION NOTICE: Reissuance of Synopsis orginally posted July 22, 2009. Construction of a new approximately 800 member Army Reserve Center (ARC) consisting of an approximately 59,173 SF Training Center, an approximately 20,445 SF Unit Storage Building, an approximately 16,368 SF Organizational Maintenance Shop (OMS), and an approximately 3,922 SF Unheated Storage Building in Las Vegas, Clark County, Nevada. The buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, mechanical systems, and electrical systems. Supporting facilities will include site preparation, paving, fencing, and extension of utilities to serve the project. The estimated cost range for this project is $25M to $100M. The Construction Cost Limitation (CCL) for this project is $30,330,000. Offerors are under no obligation to approach this ceiling. This is an UNRESTRICTED procurement. NAICS code is 236220 with a size standard of $33.5M. The construction contract duration is approximately 630 days. The solicitation will contain options for the following: Non-Bona Fide Need OMAR and Bona Fide Need OMAR. The proposals will be evaluated using the Lowest Price Technically Acceptable (LPTA) Source Selection process with the following rated evaluation criteria: Prime Contractor Experience, Prime Contractor Past Performance, and Safety. A small business subcontracting plan is required for large businesses. The current goals for the Louisville District are: 70% to Small Business, 6.2% for Small Disadvantaged Business, 7.0% to Women-Owned Small Business, 9.8% for HUBZone Small Business, 3.5% for Veteran-Owned Small Business, 2.0% for Service Disabled Veteran-Owned Small Business. The approximate issue date is 11 June 2010 and the approximate due date is 03 August 2010, 2:00 PM EST. Project documents will be issued via the web only.
