Intelligence / Security Advisor (PSC), Bogota ISSUANCE DATE: 05/26/2010 CLOSING DATE: 06/23/2010 SOLICITATION NUMBER: PSC-10-049-INL Gentlemen/Ladies: SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking proposals (OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified. PERIOD OF PERFORMANCE: One year from the date of award 7. PLACE OF PERFORMANCE: Bogota, Columbia 8. JOB DESCRIPTION: See below U.S. Personal Services Contract American Embassy Bogota Columbia Narcotics Affairs Section Intelligence / Security Advisor General Statement of the Purpose of this Contract and Responsibilities of the Contractor This position is located in the U.S. Embassy/Narcotics Affairs Section (NAS), Bogota, Colombia. The position provides Intelligence and Security support and contract oversight for the bilateral counter-narcotics aviation program in Colombia and its fleet of DOS/INL aircraft. The end game of the bilateral CN aviation program in Colombia is the curtailment of the supply of illegal drugs from Colombia into the United States through aerial and airmobile eradication of drug crops, interdiction of refining laboratories and trafficking activities, and related enforcement operations. The purpose of this personal services contract position is to provide an Intelligence/Security Advisor for the bilateral CN aviation program in Colombia. The incumbent serves as intelligence/security advisor, responsible to the COLAR Aviation Advisor, for the intelligence/security program in support of host nation counter-narcotics (CN) efforts. The incumbent effects interagency coordination among the American Embassy, host nation CN police and military forces, other military services, aviation support services contractors and other participating agencies. The Intelligence/Security Advisor evaluates operational, training and security program effectiveness of in-country Department of State activities, to include interdiction and eradication operations, ensuring that intelligence information is coordinated among agencies and provided in a timely basis to support operational missions. He/she also monitors and evaluates the aviation support services contractor's performance in Search and Rescue (SAR Medics and Security personnel) and Force Protection activities. The incumbent reports to and is supervised directly by the COLAR Aviation Advisor, who reports to the Senior Aviation Advisor in all matters of program design, implementation and management. A.Description of Work Perform oversight and evaluation of contractor Search and Rescue and Force Protection programs. Submit periodic written evaluations of the contractor’s activities, and provide comprehensive award fee input to the Senior Aviation Advisor regarding contractor activities related to Intelligence, SAR and Force Protection support for inclusion in the monthly award fee evaluation. Assist the COLAR Aviation Advisor and the Senior Aviation Advisor by coordinating with the Embassy and host nation intelligence organizations to obtain intelligence information for use in mission planning related to the Plan Colombia Helicopter Program. Develop, coordinate, organize, and implement comprehensive intelligence gathering systems and procedures for the Office of Aviation. Coordinate the use of various intelligence platforms available in Colombia and integrate them into a single effective organization. Liaison with the Colombian National Police security forces and integrate their resources into the Plan Colombia Helicopter Program intelligence system. Oversee the Plan Colombia Helicopter Program Security Programs such as physical security, information security and communications security. Ensure that all Plan Colombia Helicopter Program personnel are properly cleared, trained in physical security and communications security, and understand “Need To Know” as it relates to information security. Provide direction, coordinate and oversee individual side arm training for Plan Colombia Helicopter Program personnel. Ensure that all individuals assigned/issued side arms (M-9 Pistols/M-4 Carbines) are qualified and proficient in their use. Oversee and coordinate construction related to physical security/force protection facilities (bunkers/revetments/billets). Develop, coordinate and prepare completed staff actions as directed by the COLAR Aviation Advisor. Submit written reports, studies, and other documents related to security and intelligence issues. B. Minimum Requirements Basic knowledge of Intelligence gathering techniques and procedures garnered through experience and training received from one of the United States Armed Forces or other U.S. Federal Agency. Basic knowledge of U.S. Government Force Protection techniques and procedures garnered through experience and training received from one of the United States Armed Forces or other U.S. Federal Agency. Experience and Training in Military or Civilian Security/Military Police/Special Operations programs in the United States and Overseas locations. Broad knowledge and experience in the training of Intelligence and Security personnel. Certification and/or qualification as a U.S. Armed Forces Intelligence/Security specialist and instructor highly desired. Specialized knowledge and experience as a certified/qualified Firearms Instructor. Qualification as a National Rifle Association Firearms Instructor or U.S. Armed Forces Firearms Instructor or U.S Federal Law Enforcement Firearms Instructor highly desired. Ability to read, write and speak the Spanish language at the technical and conversational level. Ability to perform staff officer functions and prepare written staff reports and related documents for mid and senior level State Department officials regarding the Intelligence and Security operation in Colombia. Knowledge of and skill in operation of desk-top computer based word processing systems. C.Complexity: Assignments include analysis of all facets of tactical and strategic intelligence information, intelligence gathering procedures and dissemination. Incumbent must be able to apply intelligence data/information to ongoing and future operations and integrate it into the security plan/program for the Plan Colombia Helicopter Program. Incumbent must apply specialized and professional knowledge to implement and oversee the intelligence and security effort for the DoS program in Colombia and at multiple forward operating locations. The incumbent implements and oversees the intelligence and security program for the Office of Aviation. Coordinates recommendations from staff officers, consults with the Aviation Advisor and Senior Aviation Advisor as well as the Director of Operations, Office of Aviation regarding ongoing projects, provides intelligence information to DoS, Contractor and Host nation Aviation Unit operations personnel, and oversees implementation of the program. The incumbent performs continuous analysis of interrelated issues of effectiveness and efficiency affecting the Office of Aviation’s intelligence and security programs that will improve the security of aviation operations in support of the counter-narcotics mission. D.Physical Demands The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. Incumbent must be able to independently perform field work in remote areas for extended periods without assistance. E.Work Environment The work is conducted in an office or aircraft hangar with extensive travel to the field for meetings, conferences, activity reviews, and field inspections/program evaluations and flight evaluations. Field sites in Colombia have been declared hazardous duty locations by the Department of State due to hostile activities of the narco-traffickers and therefore pose significant risk to the incumbent. COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant’s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
