- The government is tentatively planning on issuing a Request for Proposal (RFP) on or around 10 June, 2010, for a Firm-Fixed Price Construction Contract at Wilson Lake, Wilson, KS. Wilson Lake Project is located approximately 10 miles north of Wilson, KS on the Saline River. The general Scope of Work requires the removal, disassembly, repair, painting, reassembly and reinstallation of the service, emergency and low flow gates, hydraulic cylinders, bonnets (not removable), bonnet covers, passageways and vent pipe system within conduit, and stop logs. Media blasting and painting of the gates, hydraulic cylinders, ladders for hydraulic cylinders (including miscellaneous brackets, fasteners, etc.), bonnets, bonnet covers (including fasteners for attaching bonnet covers), passageways and vent pipe system within conduit and stop logs. Repair of the Babbitt sealing surfaces for the gates will be performed. Work requires expertise with portable cranes and rigging of large steel structures, heavy construction activities, inspection of welds by a certified weld inspector, weld repair to AWS D1.1 stds. using pre-qualified weld procedures, possibly having to qualify a weld procedure(carbon to cast steel), weld repair of thick cast steel members, precision machine work, media blasting, application of vinyl paint system (certified SSPC-QP1 stds.), removal of lead based paint (certified SSPC-QP2 stds.), rebuilding large hydraulic cylinders, work in confined spaces (OSHA stds) The magnitude of this project is between $500,000.00 and $1,000,000.00. The NAICS code is 237990 with a size standard of $33,500,000.00. This solicitation will be a full and open RFP, with an award based on Low Price / Technically Acceptable criteria that will be published within the actual solicitation. The estimated duration of the project is 540 days after receiving the notice to proceed. This acquisition will receive funding through the American Recovery and Reinvestment Act of 2009 (ARRA). A pre-bid site visit is not currently scheduled. Additional information regarding site visits will be available in the solicitation package. Please note that to be eligible for award you must be registered in the Central Contractor Registration (CCR) database at the CCR website at http://www.ccr.gov/. Additionally, you must complete your Online Representations and Certifications (ORCA) at the ORCA website at https://orca.bpn.gov/, and have a current VETS-100 report filed with the Department of Labor at website https://vets100.vets.dol.gov/.
