Description
NASA/MSFC plans to issue a RFP for the following: Construction Phase, ValueEngineering, and Total Building Commissioning Services.The Architect-Engineering (A-E) services to be provided under this procurement consist ofconstruction phase, value engineering, and total building commissioning services forfacility modifications, repairs, new construction, and maintenance at the George C.Marshall Space Flight Center (MSFC), Alabama. There are over 200 facilities located atthe MSFC campus. The majority of the MSFC facilities is in direct support of complexspace systems research and development programs and includes ultra-clean laboratories,engine test facilities, structural test facilities, vacuum chambers, wind tunnels, andoffice buildings. The selected firm will provide a staff onsite at MSFC. Adequateoffice and field space will be provided by the Government. The selected firm willrepresent the Government to ensure construction is of highest quality in accordance withcontract documentation and applicable codes and standards.HISTORIC DATA:The annual MSFC design, construction, and maintenance program has historically includedapproximately 1 to 2 construction projects (greater than $10M each), 3 to 5 constructionprojects (between $1M and $9.99M), approximately 300 small construction projects ($1M orless), and approximately 500 maintenance projects ($20K to $28K) at an approximate costof $14M annually. The magnitude of the program may vary based on availability of funds.The required services have historically required an average staff of 17 employees. Theapproximate organizational breakdown has included a Site Manager, 13 ConstructionManagement Inspectors (CMIs), a Commissioning Agent (CA), and 2 Administrative SupportAssistants.CONTRACT TYPE:The Government anticipates a fixed price contract with a one-year base period ofperformance with an estimated start date of 04/16/2011 and four (4) one-year options notto exceed 5 years.REQUIRED SERVICES:The required services include the following: providing construction management andinspections; providing construction-related tests monitoring; preparing documentation toverify that projects are in accordance with the contract drawings and specifications;coordinating and conducting the review of all required submittals; reviewing and makingrecommendations to the Government on contractors periodic pay requests; coordinating andverifying the disposition of all Requests for Information, Design Change Requests, ChangeItems, and construction deficiency reports; maintaining ongoing construction projectsdocumentation/records through project completion; attending and leading weekly statusmeetings with the contractors, the subcontractors, and all pertinent personnel throughoutconstruction; monitoring and reporting the status of projects and construction schedules;insuring that the contractors are accurately preparing as-built drawings and in-processdocumentation; collecting and delivering all warranties, guarantees, and pertinentdocumentation to the Government; scheduling and coordinating utilities outages; andreview and evaluation of all completed work.Other services required are verification of preventive maintenance work; identifyingdeficiencies in the contractors work; pre-maintenance and post-maintenance inspections;participating in all project design reviews to assure constructability; making valueengineering recommendations; providing total building commissioning (during design,construction, and at the completion of the new construction projects); providing totalbuilding commissioning of existing and new buildings; assisting the Government in thecoordination of appropriate projects documents for Leadership in Energy & Environmental(LEED) certification (to be submitted to the U.S. Green Building Council); and conductingenergy audits.PERSONNEL REQUIREMENTS:All services delivered under this contract shall be under the direct, on-site,supervision of a licensed engineer having a minimum of 10 years experience inconstruction management and inspection. The CMIs are required to be trained andexperienced in construction management and inspection of industrial facilities,laboratory buildings, and office buildings. CMIs shall be knowledgeable in the use ofcomputer software such as Excel, Windows, Primavera Contract Manager, or the equivalent. Also, CMIs must be knowledgeable in the use of the Critical Path Method (CPM) forconstruction schedules.The CA is required to be experienced in providing complete total building commissioningservices, to have a Bachelor of Science degree in mechanical engineering from anaccredited university.Also, the CA shall be a Certified Energy Manager (Association ofEnergy Engineers) and shall have experience using energy analysis software such as DOE-2,Trane Trace, Carrier E20-II, etc. PRELIMINARY SCREENING CRITERIA:The following criteria will be used in the preliminary screening of the A-E firmsresponding to this announcement: 1-Must submit a fully completed, current Standard Form330; 2- Must show how the proposing firms personnel will provide a significant portionof the services as stated in FAR 52.219-14(b) (1); 3- Must provide a management plan,including an organization breakdown, that shows the capacity of the proposed team toprovide the services. Proposals that include a partnering approach with multiplebranch offices, firms, consultants, subcontractors, etc., must show the division of laborbetween the partners; 4- Must have a supervisor that is a licensed engineer with aminimum of 10 years experience in construction management and inspection; 5- Must have aminimum of 7 CMIs and 2 licensed engineers from the proposing firms office; 6-Must havea CA that is experienced in providing total building commissioning; 7- The proposing firmmust be located within 400 miles of Huntsville, Alabama; and 8- Must have a minimum of 30employees located at the proposing firms office.EVALUATION FACTORS:A/E firms will be evaluated during the selection process based on the following factors(100 maximum points): 1-Previous NASA contracts within the last 10 years (5 points). All 5 points will be awarded if the proposing firm does not have previous NASA contractsin the last 10 years; 2- Geographic location of proposing firms office to MSFC (5points); 3- Past performance on providing similar services in terms of cost control,quality of work, and compliance with performance schedules (20 points); 4- Professionalqualifications of key personnel listed to perform the required services (20 points); 5-Capacity of the firm to provide the services (10 points); and 6- Specialized experienceand technical competence in providing construction management and inspection services forfacilities projects involving modifications, repairs, new construction, and maintenance(40 points).ADDITIONAL INFORMATION REQUIRED:The following Additional Information shall be provided in Section H of Standard Form 330:1- Provide a list and brief description of NASA contracts (within the last 10 years); 2-Provide information describing the firms capacity to accomplish the services in respectto current work load; 3- Provide a list of all LEED projects that the proposing firm andthe partners (if applicable) have provided assistance in the certification process. Describe those services provided, and 4- Individuals proposed as key personnel shall bedocumented through signed statements (one per person) of their availability status andoverall commitment to support the contract for a minimum of one year from date ofavailability. Further provide the rationale for determining which positions aredesignated as key and the rationale for selecting each individual. Information providedfor items 1 thru 3 shall not exceed 15 pages.In addition to three hard copies of the submitted SF330, provide one copy in Word formaton a quality, virus-scanned, virus-free DC-ROM or DVD.PDF format is acceptable forgraphics and photos only. To the extent of any inconsistency between data provided onthe electronic media and hard copies, the hard copy data will be considered to be theintended data.A-E firms must have Past Performance provided by previous clients. For each projectlisted in the Example Projects (Section F of Standard Form 330), an A-E PastPerformance Report must be prepared. Report (with instructions) is attached.The Offeror shall submit one Past Performance Interview/Questionnaire Form to customerreferences, for up to 10 of the Offerors most relevant contracts which are currentlybeing performed or have been completed within the last 10 years. The Offeror shallforward the Past Performance Interview/Questionnaire Form for each contract identifiedabove to customer references, along with a transmittal letter similar to the one providedat the end of the form. The Offeror shall request the Customer references to fullycomplete the questionnaire and return it by June 29, 2010 to Artra House, address listedbelow.The Offeror is solely responsible for ensuring that questionnaires are completedand provided to MSFC. Contracts identified on Past Performance Questionnaire which havebeen completed more than 10 years ago will not be evaluated.In addition to references provided by the Offeror, the NASA Past Performance Database andreferences known to the A&E Board will be checked as deemed necessary.Instructions forcompleting the Past Performance Questionnaires are contained on the form.This is not a request for proposal. Firms are being invited to demonstrate their abilityto meet the above requirements. Negotiations leading to award will be conducted inaccordance with FAR 36.606. The staffing level for contractor/subcontractor personnel tobe located on-site at MSFC will be subject to negotiations with the selected A-Econtractor.It is anticipated a fixed price contract with a one-year base period of performance withan estimated start date of 04/16/2011 and four (4) one-year options not to exceed 5years.The NAICS Code is 541330.An ombudsman has been appointed. See NASA Specific Note 'B'.Submissions must be received at the address shown below no later than 3:00 pm, Local Timeon June 29, 2010 in order to be considered.
