Description
THIS IS A REQUEST FOR INFORMATION (RFI). The Federal Acquisition Service, (FAS) of the U.S. General Services Administration, (GSA) is seeking potential sources to provide the Integrated Technology Services, (ITS) with DOTGOV domain name registration services through a secure website. The information received will be used by the GSA and its affiliated U.S. Government agencies, such as the U.S. Department of Homeland Security (DHS), to assess the availability of sources for commercial secure internet domain name registration services for 2010 and beyond. All responsible sources are invited to submit a description of their capabilities and experience. You are requested to confirm current business size; large, small or disadvantaged business. The North American Industry Classification System, (NAICS) code 518210 applies to this acquisition with a size standard of $23 million. This synopsis is for information and planning purposes only and does not constitute a solicitation for bids, proposals or quote and is not to be construed as a commitment by the Government to issue a request for proposal/quote or award a contract as a result of this request. This announcement is not a Request for Proposals, (RFP) or a Request for Quote, (RFQ). The Government will not reimburse the respondent for any cost associated with information submitted in response to this request. The General Services Administration (GSA), Federal Acquisition Service (FAS) is seeking a solution to perform all aspects of an Internet Registration Service for Federal, State, and Local Governments under the unique domain names of.GOV and.FED.US. This includes the maintenance of a secure Website for registration requests; the electronic processing (acceptance/denial/modification) of those requests; an electronic billing mechanism capable of providing periodic reporting and annual invoicing; helpdesk support, FIPS 199 High Impact security level, Domain Name Service Security (DNSSEC); and a database capable of securely storing and managing the critical data retrieved through the registration process. The contractor shall also be responsible for the electronic propagation of credible zone data to the root-name-servers on a twice daily basis, and be available for problem resolution. Registration requests are serviced by way of web-enabled applications hosted at www.dotgov.gov. The contractor shall maintain a redundant backup site. In the event of a catastrophic failure or other service disruption at the primary site, this site shall continue all operations without interruption in accordance with the Stafford Act (Public Law 93-288 ( http://fema.gov/about/stafact.shtm ). GSA is seeking information on the (1) readiness and performance, (2) registration, licensing and distribution, (3) schedule, cost and the collection of annual fees, (4) statement of capabilities and other comments to provide secure commercial website registration services as described below and in the draft RFP excerpts attached: 1. Please provide a description of your technical capabilities to provide secure commercial website registration (see draft, attachment 1). At a minimum, address the following: •· Electronic processing of requested domain names; •· Electronic billing mechanism and reporting; •· Helpdesk support; •· FIPS 199 High Impact Security level; •· Domain Name Service Security (DNSSEC); •· Storing and managing the critical data; •· Registration process; •· Facilities including all hardware, software, and ancillary equipment required to perform; •· System availability of 99.9% 24/7 including federal Holidays; and •· In the event of a catastrophic failure or other service disruptions at the primary site a redundant backup site. Describe any special conditions that GSA should consider regarding secure commercial website registration services. In addition to the above items, respondents are requested to identify relevant experience, familiarity with the enabling technology, experienced personnel, and facilities/equipment. 2. GSA is seeking limited data rights to that data that is created during the course of the contract such as but not limited to: the SQL database containing zone files for all DOTGOV domain names. 3. Please provide a rough order-of-magnitude (ROM) pricing for the Pre-registration Pricing and Transition Price (see draft, attachment 2) to the U.S. Government to acquire High Impact Security level domain registration. Also provide ROM pre-registration pricing for the four option years as delineated. The contractor shall be responsible for collecting and retaining those fees. There will be no cost or administrative burden to GSA (aside from Transition expenses), conveyed in the form of invoices for payment, etc. 4. Please describe your knowledge or experience in GSA following areas of interest: Please list all active multiple agency contracting vehicles that you possess for the type of work requested in the RFI; Please describe your approach and technical solution that would satisfy the Government's requirements as stated in the RFI and list any areas that you believe may have been omitted or unclear for successful implementation; Please describe any alternate business arrangements that your firm is or has successfully used in the past or are presently using which may be more advantageous for both parties; Active industry involvement through comments, questions and recommendations are sought for refining the current approach and contributing to overall future program success. Comments, questions and recommendations may be submitted by fax, e-mail, or mail and should be received by COB on May 28, 2010.
