- The US Department of the Interior, the National Park Service, Redwood National Park intends to issue Request for Quotes ( RFQ) Q8485100012 for a firm-fixed-price contract to furnish all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of the above named project. This experimental thinning project will be used to evaluate the cost effectiveness of Yoader operations versus manual cutting. Work includes, but is not limited to: Thin second growth forests on 60 acres in the south Fork of Lost Man Creek watershed to reduce stand density and alter species composition to promote growth of remaining trees and understory vegetation, development of multistoried canopy, and increase the ration of redwood to Douglas-fir. The target tree species for cutting is Douglas-fir. Tanoaks may be felled but only under the discretion and authorization of the park. Redwoods trees of any size are not to be cut. Merchantable timber selected for removal shall be felled, limbed, bucked (if necessary), loaded, and hauled from Park by Purchaser. Non-merchantable felled trees and logging slash shall be lopped and scattered on-site and/or hauled from park by Purchaser using the specification stated.. The North American Industry Classification System (NAICS) code for this requirement is 115310 and the small business size standard is $7.0 million. Contract work is to be completed between July 1 and July 31, 2010. The price range for this contract is between $25,000 and $100,000. Award selection will be based on a Best Value determination made after consideration of price and factors other than price (previous experience, past performance and other factors as outlined in the RFP). Status as a small business is an absolute requirement, and offerors not meeting this criterion will not be further considered. The Solicitation and attachments will be posted electronically on or about May 28 2010 at the following website: www.fedbizopps.gov. (See FEDBIZOPPS SEARCH, below). All Amendments will also be posted to this website. Responses will be due approximately 15 days following the date of posting of the solicitation. The contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP.
