Description
The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office intends to acquire services to support Military Sealift Command (MSC) transition requirements and initiatives as part of the Department of the Navy's Financial Improvement Program (FIP) and the Department of Defense Financial Improvement and Audit Readiness (FIAR) program. Transition services are required to support the turn-over of work from Deloitte Consulting, LLP. to an awardee, under the new FIP Indefinite Delivery and Indefinite Quantity (IDIQ) Contract. The contractor shall provide transition support that will enable MSC FIP audit assertion efforts to continue without interruption during this turnover phase. Deloitte has supported MSC FIP efforts for the past five years and is the only source with the historical and corporate knowledge on MSC's financial management and internal control environment. This information cannot be transferred through mere historical documentation. The statutory authority permitting other than full and open competition is section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501(a), a Sole Source acquisition under the authority of the test program for certain commercial items. Deloitte is the only known provider of these services at this time. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The period of performance for the instant requirement is 60 days from 8 Jun 2010 through 7 Aug 2010. A firm fixed price contract will be awarded. The NAICS for this requirement is 541219. Interested parties may identify their interests and technical capability to respond to this requirement no later than 28 May 2010 and may submit information that shall be considered by FISC Norfolk Contracting Department Philadelphia Office. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
