- "RECOVERY AND REINVESTMENT" Synopsis: THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY WILL BE AWARDED TO A CONTRACTOR UNDER: General Services Administration (GSA) Mission Oriented Business Integrated Services (MOBIS) Schedule, SIN 874 -7, for U.S. Dept of Justice, Office of Justice Programs, Bureau of Justice Assistance (BJA) / Office of Juvenile Justice and Delinquency Prevention (OJJDP). This modification, under the stipulations and guidance for Recovery and Reinvestment Act of 2009 (ARRA), the Bureau of Justice Assistance (BJA) / Office of Juvenile Justice and Delinquency Prevention (OJJDP) is requesting to add funding in the amount of $263,000.00 to the Alpha Construction and Engineering Corporation Time and Material Contract (2009F_09098), which is in its base year of a base and four one year options contract. This requirement is for service that will be required to support BJA/OJJDP efforts to streamline and improve the National Environmental Policy Act (NEPA) process with grantees under their ARRA Correctional Facilities on Tribal Lands Grant Program. The purpose of the initial procurement was to identify a vendor to provide Logistical and Support Services for Correctional Facilities on Tribal Lands (CFTL). The engagement is supporting grantees that receive funding under the Omnibus Crime Control and Safe Streets Act (OCCSSA) and the American Reinvestment and Recovery Act (ARRA). On September 24, 2009, Acquisition Management Division (AMD) solicited 6 sources under the MOBIS Schedule, 874-1and hosted an industry day for this requirement. Six vendors registered and only four attended the Industry Day and submitted proposals. The four (4) bid proposals were evaluated by the panel members with two vendors being technical acceptable and capable of providing the required services. The Contracting Office determined that Alpha Construction and Engineering Corporation should be selected for award based on the overall technical superiority rating received for their proposal. Based on all of the above it is in the best interest of the Government to modify the current contract with Alpha Construction and Engineering Corporation for the additional services in lieu of initiating a new procurement for the same services.
