Description
May 26, 2010 add the following: Modification to Solicitation 10-233-SOL-00187 – Requisition OS30392) FEDBIZOPPS Solicitation: OS30392-1 FEDBIZOPPS solicitation OS30392-1 is modified as follows: A. The cover letter to the solicitation and the solicitation reference” Solicitation 10-233-SOL-00187 and the FBO references Solicitation Number OS30392-1. The latter solicitation number was placed in FBO prior to the 10-233-SOL-00187 being generated by our automated contracting system, which was entered at the Contracting Officers request. Either number is applicable to the requirement for this solicitation. The cover letter, dated 05/17/2010, item number two (2) to read as follows: 2. An original signed copy of the Request for Proposal/Standard Form 1447, must be returned completed and original signed. 3. A technical narrative statement is encouraged for evaluations purposes, and shall not exceed 25 pages in length. The evaluation criterion is included with the Request for Proposal/Standard Form 1447 and the technical narrative statement(s) shall address those areas to be evaluated. The Technical proposal and Cost proposal must be two separate documents. 4. The request for proposal is due by 1:00 p.m., at the address noted in block 7 of the Request for Proposal/Standard Form 1447 on June 10, 2010 at 1:00 p.m. 5. Please forward one (1) original and two (2) copies of your completed separate proposal(s), technical proposal and cost proposal via mail, federal express or courier. Please do not fax, for fax copies may be inferior and the fax machine could not be operative, and numerous responses could delay the arrival of your proposals by 1:00 p.m. on June 10, 2010. B.Section B.2 Consideration (Solicitation) should read as follows: In consideration for the services specified in Section C, DESCRIPTION/SPECIFICATIONS/STATEMENTOF WORK of the contract the Government agrees to pay the Contractor a firm fixed price as set forth in SECTION B, SUPPLIES OR SERVICES AND PRICES/COSTS. C.Section F.2 place of performance to read as follows: Primary place of performance is the contractor’s location. Some meetings would be held in Washington, D. C. D.Section F.3 is deleted. E.Section F.5 to read as follows: F.5 DELIVERABLES Final Evaluation report due ten days after period of performance ends. F.Section G.1 PAYMENTS to read as follows: Invoice(s) submitted for firm fixed price payment is/are payable upon presentation of a proper invoice and upon receipt and acceptance by the government of the services specified in the schedule. Payment(s) are approved by the government with an approval by the Project Officer/COTR with an acceptable and approved deliverable(s). G.Section G.2 INVOICE SUBMISSION to read as follows: a. The Contractor shall submit invoice(s) as follows: H.Section I.1 FAR 52.217-8 is deleted. I.Section M Evaluation Criteria, add the following: V.Award will be based on the lowest cost technically acceptable proposal. I.4 - KEY PERSONNEL (252.279-5 (JAN 2006) Key personnel are those contractor personnel that are the primary point of contacts such as the Project Manager and other key personnel that are major individuals. J.Questions and answers to be added by separate modification. K. Instructions for preparing technical and cost proposals. The technical proposal must address understanding the problem and the statement of work (SOW). The technical proposal must demonstrate soundness of the approach, method to be used and the overall management of the requirements of the statement of work (SOW). The contractor must demonstrate that the qualifications and experience of the organization as well as personnel can support and complete the requirements of the SOW and deliverables. The cost proposal must reflect the loaded rates for a firm fixed price contract and any other applicable allowable costs pertinent to the requirements. Again, the technical proposal and the cost proposal must be two separate documents. Resumes and other supporting documents can be separate documents and are not counted in the maximum page number of the technical proposal of 25 pages.
