- RECOVERY - PER FAR 5.7 THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY; THEREFORE FAR 5.203 DOES NOT APPLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTOR(S) UNDER: GS-23F-0020U The US Army Corps of Engineers (USACE) executes the Homeowners Assistance Program (HAP) for the Department of Defense (DoD). HAP execution normally requires the three field offices (Fort Worth, Savannah and Sacramento Districts) to obtain appraisals of applicant homes to establish their values before a DoD base closure announcement and the value at the time of their sale or purchase by the Government. The American Recovery and Reinvestment Act of 2009 (ARRA) expanded the HAP to provide assistance to the following groups of homeowners: wounded warriors, surviving spouses of fallen warriors, permanently relocating service members during the home mortgage crises, and service members and civilian employees impacted by the BRAC 05 announcement. This expansion of HAP will require the processing of over 17,000 applicants over a three year period, a volume equal to that experienced during throughout the BRAC programs of the 90s. The ARRA expansion of HAP demands rapid applicant processing and payment. It also demands accurate valuation estimates of homes within applicants communities, community value trends over periods of up to four years, and present day values of applicant homes. In order to meet ARRA goals and objectives, USACE field offices must process applications and pay benefits more quickly than ever before. The DoD decided that one way to speed applicant processing is to avoid the requirement to use appraisals for home valuations. Therefore, USACE will use an accurate automated valuation model (AVM) to establish expanded HAP value trends and current values. Using AVM will reduce the time to process each applicant by at least 30 days, and reduce overall program costs by as much as 10%. The purpose and intent of this procurement is to acquire full technical AVM services support for the three HAP field offices.
