- This is an amendment to the COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in the notice and following the Simplified Acquisition Procedures in FAR Part 13.5 THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-40. The US Department of Interior, through its Franchise Fund activity, Acquisition Services Directorate (AQD), is issuing this solicitation, Number N10PS18269 as a Request for Proposal (RFP) on behalf of the US Department of Agriculture, Risk Management Agency (RMA). This Order will procure services to provide USDA, Risk Management Agency with a thorough actuarial review of the ideas expressed with the APH/Combo Methodology study of dealing with historical weighting of experience, and how historical experience should be weighted under the Federal Crop Insurance Program. The resultant award shall be a Firm-Fixed-Price (FFP) Order with Optional Time and Materials CLIN. THIS AMENDMENT CHANGES THIS COMBINED SYNOPSIS/SOLICITATION TO A FULL AND OPEN COMPETITION VICE A 100% SMALL BUSINESS SET-ASIDE. The Service Contract Act applies to this acquisition. All offerors shall inform the CO of their intention to proposal by June 01, 2010 via e-mail to donald.abamonte@aqd.nbc.gov. Offerors must submit all technical questions concerning this solicitation in writing by e-mail to the Contracting Officer, Donald.abamonte@aqd.nbc.gov. No telephonic or facsimile submission of questions will be accepted. All questions must be received no later than 2:00PM Eastern Time June 03, 2010. Acquisition Services Directorate will answer questions, which may affect offers in an amendment to the solicitation. Please be advised that the Government reserves the right to transmit those questions and answers of a common interest to all prospective Offerors. The Offeror or source of the question will not be referenced when issuing an amendment to the solicitation.
