- The U.S. Broadcasting Board of Governors, (BBG), International Broadcasting Bureau (IBB), pursuant to Federal Acquisition Regulation (FAR) Subpart 12.67 intends to issue a Combined Synopsis/Solicitation for Hardware Maintenance and Technical Support for C-Cure 800/400 Bundled System commercial items in accordance with format of Subpart 12.6 as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The authority for negotiating on a sole-source basis with Integrated Security Technologies is made under authority of 41 U.S. C. 253(c)(1) and Federal Acquisition Regulation 6.302-1, which provides for limiting competition from only one responsible source and no other supplies or services will satisfy the agency requirements. The North American Industry Classification System (NAICS) Code is 561621. This Solicitation Number BBG50-R-10-0026 is issued as a request for proposal (RFP) that will result in a single award of an Indefinite Delivery/Indefinite Quantity (IDIQ) price contract using FAR Part 15 (Contract by Negotiation) procedures to provide Annual Hardware Maintenance and Technical Support. The government reserves the right to make an award on the initial proposal without discussions of this procurement. Clauses Incorporated by Reference - This synopsis/solicitation incorporates the following clause by reference, with the same force and effect as if given in full text. Upon request, the CO will make the full text available. Also, the full text of clause may be accessed electronically at this address: http://www.arnet.gov/far. Representation and Certification Representations and Certification are required. FAR 4.1201 requires that Contractors submit annual Representation and Certifications online at http://orca.bpn.gov. By execution of this contract the Contractor certifies that their online representations and certification are accurate and complete. This requirement shall cover Base Year and Four Option Years based on the availability of funds, each option year shall be priced. IST will maintain the existing Software House C-Cure Access Control System to meet the following minimum criteria: 1. Provide service on the existing system 24 hours a day, seven days a week, including weekends and holidays. 2. Provide loaner equipment while BBG's defective equipment is repaired. Program Manager - In charge of the overall operation of the contract. Security System Technician III - Lead technician in charge of a task Security System Technician II - Technician performing installs and repairs CADD operator III - Operator performing auto CAD drawings of detailed installation Material Handling Equipment Specialist - Specialist orders, receives and delivers equipment and parts. The equipment for maintenance is located at the following six locations, which are cover under this order. Broadcasting Board of Governors Cohen Building, Switzer Building Washington, DC Broadcasting Board of Governors Radio Marti Building Miami, FL Off-Site Facility Marathon, FL: Greenville Transmitting Stations A&B Greenville, NC Delano Transmitting Station Delano, CA Full Service Customer Protection Plan Availability: Average is four hours following receipt of service call. An authorized client representative must place the call. Response Time Range: Maximum of eight hours following receipt of a service call. An authorized client representative must place the call. Defect Correctable Response Time: Defective equipment will be replaced with loaner equipment from IST Service Pool. Resolution of the problem will usually be within 24 hours following the receipt of a service call. Parts Coverage: All parts noted in Equipment to be Covered under this Agreement section are covered as part of the Full Service plan. Labor Coverage: All labor for equipment noted in Equipment to be Covered under this Agreement section is covered under this plan. Instant Loaner: IST maintains a service pool of loaner equipment specifically designed to support our Standard Service Plan clients. If IST field technicians are not able to report a piece of faculty equipment at BBG location, then IST will replace it with a loaner, keeping BBG system up and running. The defective equipment will be repaired and returned to BBG site accordingly. Items Not Covered: This include damages caused by misuse, abuse, accident, disaster, fire, flood, water, wind, lighting, and Acts of God. In addition, items designed to fail in order to protect the equipment, such as power and/or lightning suppressors, are also not covered by this plan. Notes and Assumptions • It is assumed, unless otherwise noted and mutually agreed upon, that all equipment to be covered under this agreement has been installed in a workman like manner following industry standards installation practices and meets all applicable codes. It is further assumed that all equipment covered under this agreement has been installed according to the manufacturer's specifications and is functioning properly. Any equipment found to be not compliant with above shall be immediately brought to the client's attention for disposition. • A purchase order will be accepted to initiate the project. This is a combined synopsis/solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-037 dated November 2009. The Contracting Officer (CO) has found and determined that the nature of the services to be provided is appropriate for an "restricted" procurement.
