- The Naval Air Systems Command intends to issue a Firm-Fixed-Price Contract to Oppenheimer Precision Products Inc. on a Sole Source basis per FAR 6.302-1, in order to provide PMA-257-2009-0005, Aircraft Crew Station Landing/Takeoff Checklist Replacement, for the AV-8B Harrier Aircraft. The Government does not possess the required procurement data package in order to compete the requirement, and does not have the budget to develop and/or qualify additional sources for this one time procurement. The AV-8B model manager has requested the crew station takeoff and landing checklist light panels be updated for all single and two seat configured aircraft as they are not in accordance with NATOPS and are not standard across the fleet. PMA-257-2009-0005 replaces the existing light panels with the takeoff and landing checklist light panels that match the current NATOPS including IC38 dated 15 February 2009 and having the same Form, Fit and Function as the original. Total Aircraft effectivity: 140 USMC Aircraft, and 17 Italian Aircraft: (a) USMC AV-8B Qty of 125 Kits; (b) USMC TAV-8B Qty 15 Kits; (c) Italian AV-8B Qty 15 Kits; and (d) Italian TAV-8B Qty 2 Kits. Trainer effectivity: 12 USMC trainers, and 1 Italian Aircrew trainer with two single seat cockpits: (a) 5 USMC Aircrew trainer Kits; (b) 7 USMC Maintenance trainer Kits; and (c) 2 Italian Aircrew trainer Kits. Two Spare kits for TSD Orlando training devices. NAVICP spares: Individual Takeoff and Landing Checklist placards for the T/AV-8B; (a) 18 AV-8B Takeoff Checklists; (b)18 AV-8B Landing Checklists; (c) 4 TAV-8B Takeoff Checklists; and (d) 4 TAV-8B Landing Checklists. The anticipated award date is August 2010. Numbered Note 22.
