Description
Statement of Work The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Capital Acquisition Division, Simplified Acquisition Team intends to negotiate on a sole source basis with Pacific States Marine Fisheries Commission using the procedures in FAR Parts 6 and 13, to Organize and Conduct a National Training Workshop for Agency Fishery Management Plan Coordinators and Other Participants. The training will be designed to (a) promote information-sharing among the various regions and levels of experience, (b) learn about regional and headquarters activities related to the implementation of ACLs, and catch share programs, and (c) convey strategies for continuing to 'bridge the gap' between different agency functions and offices. The Pacific States Marine Fisheries Commission (Pacific States) would secure appropriate space, develop and provide materials and handouts, and provide facilitators for workshop sessions. Pacific States would prepare all registration materials for the attendees and run a registration table including creation, printing, and mailings of all announcement/registration materials. Pacific States staff will be on site during the event to attend to any adjustments if the planning agenda or scheduled as well as to assist attendees appropriately during the workshop. Pacific States will provide space in San Francisco, California, that includes: a large conference room that can accommodate up to 100 people comfortably; a reception area where working lunch presentations mat be conducted for 100 people; a reception area where a poster session can be conducted for 100 people; and at least 4 breakout rooms that can accommodate 25 people. All rooms must be fully equipped with the necessary Audio/visual equipment. In addition, working lunches, as well as morning and afternoon snacks, must be provided on the three training days. The dates of the training will be the week of July 26-29, 2010. See the attached statement of work for more details. Pacific States Marine Fisheries Commission is the only party known to NOAA who can meet these requirements. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 541690 with a small business size standard of $7.0M. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to Gina.E.Lee@noaa.gov or faxed to (301) 713-0808 by June 10, 2010. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-41. The determination to compete or not compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
