Description
Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NFFKHC20-10-12006 is being issued as a Request for Quotation. This acquisition is being solicited using Simplified Acquisition Procedures. The North American Industry Classification System Code (NAICS) is 813312 with a business size of $7.0M. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Habitat Conservation has a requirement to host the NOAA Coral Reef Conservation Program. Services are needed to accomplish tasks as a part of the NOAA Coral Reef Conservation Program and US Coral Reef Task Force efforts to address unsustainable trade in coral reef species. Specifically, the contractor will assist the coral program specialists within NMFS Office of Habitat Conservation in convening the Second International Workshop on the Trade in Coral Reef Species: Development of International Guidelines for Environmentally Friendly Coral Mariculture. The workshop would address the following tasks: 1) Identify potential workshop venues within Bali Indonesia; 2) Establish a contract with a facility for meeting rooms, lodging of participants, and other logistical aspects; 3) Identify and contact participants and secure their participation; 4) Secure airfare, transportation, per diem and lodging for participants supported through this contract; 5) Assist the Program Office in development of the agenda, work plan, working group tasks and development of workshop materials; and 6) Work with the participants to secure development of pre-workshop materials including white papers, abstracts and talks. Scope: The Contractor shall perform the following tasks under the overall direction of Jennifer Koss, Glynnis Roberts, Dr. Andrew Bruckner, currently working in NMFS F/HC/HP on coral trade. The specific tasks include: 1) Travel support and lodging will be provided for up to 20 individuals from the South Pacific, Southeast Asia, Europe and the United States, with additional people identified with expertise that are willing to support their own travel costs.; 2) Identification of possible workshop venues in Bali, Indonesia, taking into consideration the location of existing coral farms and export facilities, proximity to airport, and costs of hotel rooms and meeting rooms. The contractor will provide estimates from at least three different venues; and 3) Working with participants to secure their airline tickets and other logistics. The Contractor shall produce the following deliverables: 1) A minimum of 3 estimates from local hotels and meeting facilities in Bali; 2) A report detailing options for meeting rooms, technical support and supplies, optional translation services, and other logistical aspects; 3) Final list of participants, including those supported through this contract. Please provide firm fixed price for all deliverables above. The contractor shall perform the specified tasks from Date of Award to June 1, 2011. The resulting purchase order shall be negotiated on a firm fixed price. The award shall be made on a best value basis. Best value evaluation factors are: 1) Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-41. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial, FAR 52.212-2, Evaluation - Commercial Items - The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following clauses apply: FAR 52.212-3, Offeror Representations and Certificates - Commercial Item, FAR 52.212-4, Contract Terms and Conditions - Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. The following 52.212-5 clauses are applicable to this acquisition: 52.222-21, Prohibition of segregated facilities, 52.232-33, Payment by Electronic Funds Transfer - Central Contract Registration, 52.232-34, Payment by Electronic Funds Transfer - Other then Central Contractor Registration; 52.232-39, Submission of Electronic Funds Transfer Information with Offer, 52.222-41, Service Contract Act of 1965, 52.222-42, Statement of Equivalent Rates for Federal Hires, 52.249-2, Termination for Convenience of the Government (Fixed Price)(Short Form). All responsible sources that can meet the requirements and provide the items as listed above may respond to this solicitation by submitting a proposal addressed to Gina E.
