- This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for the solicitation for Request for Proposal (RFP) N40084-10-R-0011, Renovation of Bachelor Enlisted Housing (BEH), Bldgs. 980, 981, & 982, Naval Air Facility (NAF), Atsugi, Japan. This procurement is intended for local sources only in accordance with FAR 5.202(a)(12). Local sources are those persons or entities that normally reside and are licensed to conduct business in Japan. Offers from non-local sources will not be considered under this solicitation in accordance with provisions of the US Japan Status of Forces Agreement. The solicitation utilizes source selection procedures which require offerors to submit price and technical proposals. Evaluation of proposals will be based on price and technical evaluation factors as stated in the solicitation, with contract award to be made to the offeror submitting the best value to the Government. The action arising from this solicitation will result in contract award to the responsible offeror whose offer conforms to the solicitation and is determined to be the most advantageous to the US Government considering price and technical evaluation factors. This Design Build Construction project will include, but is not limited to, the labor, supervision, tools, materials, transportation, and equipment necessary to renovate Bachelor Enlisted Housing (BEH) apartments. This project is to provide improvements to existing BEH apartments which include conversion of room layout with new kitchen, lavatory room and closets, interior finishes, exterior and interior doors, aluminum window with laminated double pane glass, installation of stackable laundry/dryer and kitchen counter!, construction of telecommunication room, renovation of office and storage, conversion of public laundry room. Additional scope of work includes provision of mechanical and electrical systems, painting, removal and disposal of hazardous materials, clean-up, and miscellaneous related work as described in the specifications and drawings. Performance period is estimated at 270 days from the Notice to Proceed. The North American Industry Classification System code is 236118, Residential Remodelers. The project magnitude is between $5,000,000 and $10,000,000. No notice of solicitation activity will be provided to interested offerors. Interested offerors may view and/or download the solicitation, and any attachments, from Asia Navy Electronic Commerce Online at http://asia.neco.navy.mil when it becomes available on or after 9 June 2010. Proposals will be due approximately 30 calendar days after the issuance of the solicitation at NAVFAC FAR EAST, OP3A, IPT FE Yokosuka, Japan at the time specified in the solicitation. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will only be made on the AsiaNECO website. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION.
