- May 27, 2010 2010 A&E, Electrical: Additional information provided; based on questions received by phone calls and e-mails I have received. An emerging small business as determined by the SBA is a firm that does not earn over $2.25 million. All contractors and their consultants must be registered in the following websites to do business with the government: CCR - Central Contractor Registration - www.bpn.gov/CCR This is the primary registrant database for the U.S. Federal Government. ORCA - Online Representations and Certifications Application - orca.bpn.gov D&B - Dun & Bradstreet - www.dnb.com/us to check business credit information, credit reports including products, services, investor and job information and contact details. Under this contract, the firm will be required to completely furnish a package to include studies, engineered drawings, details, sections, elevations, shop drawings, erection drawings, calculations and related information required by each order. All designs shall comply with VA standards, Uniform Building Code Requirements, and VA Engineering Criteria. VA Standards and Criteria are available at the VA "Office of Construction and Facilities Management" website located at www.cfm.va.gov. This website contains documents that provide the minimum requirements for submission of schematics, design, investigative services, design development, construction documents, cost estimates, construction period services, and visits to the site, miscellaneous reports and other related activities to authorized construction projects for Health Care Centers. In many cases the A/E will be responsible to retain, contract and oversee the work of other professional consultants including but not limited to Architectural, Electrical, Mechanical (Plumbing and HVAC), Structural and Geotechnical Engineer, Surveyors, Industrial Hygienist. The A/E must have working knowledge of Joint Commission on Accreditation of Healthcare Organizations (JCAHO) standards, and National Fire Protection Association (NFPA) standards to provide a safe environment to patients, visitors, and staff. The A/E will assume responsibility for the efficiency, accuracy, quality and timeliness of work provided by their chosen consultants under this contract. The Architect Engineer (Multi-Disciplinary) contractor is solely responsible for the management, professional design and construction period services including all labor, equipment, material and inspections to meet the requirements of this contract. The Office of Construction and Facilities Management is the government portal for all to acquire all information including the boiler plate specifications you will access and use for each particular Project. Individual Contract Plan: is a plan that covers the entire contract period (including option periods), applies to a specific contract, and has goals that are based on the offeror's planned subcontracting in support of the specific contract, except that indirect costs incurred for common or joint purposes may be allocated on a prorated basis to the contract. The subcontracting goals for FY 2010 and 2011 are: 3% Service-Disabled Veteran-Owned Small Business; 5% Veteran-Owned Small Business; 5% Small Disadvantaged Business; 3% Hub zone Small Business, 5% Women-Owned Small Business and 18% Small Business. Electrical, Architect/Engineer Services. The Department of Veterans Affairs, VISN 22, (VA Long Beach, VA West Los Angeles, VA North Hills, VA Loma Linda, and VA San Diego), Network Business Center (NBC/CC), Bldg. 149, 5901 East 7th St., Long Beach, California, 90822 is seeking Architectural/Engineering Firms to furnish services which include the preparation of contract documents including plans, design, specifications, schematics, cost estimates, construction period services, investigation services, studies, record drawings, review of shop drawings and submittals, site visits and other related activities for minor construction projects, and renovation of existing buildings, in accordance with the most current applicable codes for the VISN. The resulting Contracts will be Firm-Fixed Price, Open-End, Indefinite Quantity type. Multiple Awards will be made. Projects valued at $50,000 or less will be set-aside for emerging small businesses. The duration of the contracts will be for 1 Base year with 4 option year renewals. Individual task orders being issued will be negotiated as an individual project. Orders will reflect the scope of work, negotiated fee, time schedule for completion, construction cost limitation, and payment schedule pertaining to the individual project. The VA plans to award to three Electrical IDIQ contracts with a minimum guarantee of $15,000 and a maximum amount of $4,900,000. Electrical Architect/Engineering Firms are encouraged to submit Standard Form (SF) 330 to the issuing office, Attention Ms. Lynne Potenza, Contracting Officer, NLO/CC, Bldg. 149, 5901 East 7th St., Long Beach, CA 90822, not later than 2:00 p.m. (PST) on June 18, 2010. Firms submitting a SF 330 are to be physically located within a 150-mile radius of Long Beach, California. Faxed copies of the SF 330 will not be accepted. Late responses will be handled in accordance with FAR 52.215-1. No material will be returned.
