- Description
- The Department of Veteran Affairs (VA) Veterans Integrated Service Network Five (VISN 5), is seeking a contractor to conduct Appropriations Law Training for its staff. The contractor will provide a 2-4 day Appropriations Law Seminar (Fundamental Training) in an undetermined location in the Linthicum, Maryland, area during the months of both July and August of 2010. Estimated number of attendees for each training session is 30. Objective of the seminar is to increase attendee's knowledge of Federal Appropriations Law as related to their scope of work within the Department of Veterans Affairs. Training must be tailored to the Federal Government, specific to the Veterans Administration agency. Provide students/participants with an analytical framework for identifying and resolving appropriations law issues that arise within VA. The contractor will provide course materials for each student and students will keep this course material. In addition, four (4) Principles of Appropriation Manuals and any corresponding CDs, etc. will be provided for issuance to the facility Chief, Fiscal Service, and the VISN 5 Chief Financial Officer. Training certificates from the vendor will be provided to each student upon completion of the seminar. At a minimum, course outline must include the entire following five (5) core areas: Antideficiency Act, Bona Fide Needs Rule, Multi-Year Contracting, Obligating and Disbursing Funds, and VA's Appropriations (train participants on the purposes and principles of federal fiscal law as it relates to the VA). The proposed North American Industry Classification System (NAICS) is 611430, Professional and Management Development Training, and size standard is $7M. Responders should identify if they are a small business or small disadvantaged business concern, based on this NAICS code. Please submit expressions of interest in your own format to include documentation of corporate capabilities in sufficient detail for the Government to determine that your company possesses the necessary expertise and experience to compete for this acquisition. Please ensure responses do not exceed ten (10) pages. Since this is a Sources Sought Announcement, no evaluation letters will be issued to the participants. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. The due date for submission of this information is 12:00 PM (locate time) on Monday, June 7, 2010.
