- This is a pre-solicitation notice for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included with this notice. This announcement constitutes the pre-solicitation only; proposals will be requested in fifteen days. The NAICS code is 531210. USDA, Natural Resources Conservation Service (NRCS) in Iowa is seeking an independent real estate professional, such as an agent, broker, or appraiser licensed and registered in Iowa to complete a fair market survey analysis for the Natural Resources Conservation Service. The independent real estate professional shall be knowledgeable of the dynamics of agricultural land sales in the State of Iowa in order to make required judgments based upon the data available. The work shall consist of performing all computations and descriptions as required in the request for proposals. The fair market survey analysis will be based on a composite of comparable sales within each crop reporting district within the State of Iowa. The proposal will provide NRCS an average dollar per Crop Suitability Rating for cropland; average dollar per acre for pasture and other pasture-like non-cropland; and average dollar per acre for timber and other timber-like non-cropland in each of the 9 crop reporting districts. The cropland is typically floodplain or pothole areas and non-cropland acres may include small intermittent streams. Award will be made to the offer or combination of offers to the best value to the Government based on the evaluation criteria. The anticipated award date is on July 30, 2010. The contract period will be 30 days. The government reserves the right to award only one or multiple contracts. A fixed price contract is anticipated. The fair market survey analysis for the state must be completed no later than 30 calendar days after contract award.
