Experience Matrix Draft RFP Draft Task Order 1 – Performance Work Statement Task Order 1 – Schedule of Prices Definitions Draft MAC Labor Category Descriptions Wage Determination 05-2103 (Rev. 8) DD254 Security Classification OSD User Population List Environment Document Draft Statement of Objectives Draft MAC Schedule of Prices The Department of Defense (DoD), Washington Headquarters Services (WHS), Acquisition and Procurement Office (A&PO) is pleased to announce the draft request for proposals (draft RFP) for the Net-Centric Integrated Enterprise Information Technology Solutions (NIEITS) acquisition. The NIEITS acquisition is intended to combine existing legacy support contracts, streamline resources and to obtain a full range of integrated Information and Technology supplies and services for the Office of the Secretary of Defense (OSD) and Components, WHS Information Technology Management Directorate (ITMD) and The Pentagon Force Protection Agency (PFPA). Since this is a draft RFP, please DO NOT send in offers/proposals. If such items are submitted in connection with this draft RFP notice, they will be disregarded. While this is a draft RFP, it represents A&PO’s current intentions for the NIEITS acquisition and serves as a useful guide to the upcoming NIEITS solicitation which is anticipated to be released 4th QTR FY 10. ACQUSITION STRATEGY Solution Services Source Selection MethodFormal Source Selection Procedures Total Awards2-5 Contract TypeID/IQ FAR AuthorityPart 15 – Contracting by Negotiation Pricing StructureFixed Price and Cost Reimbursement Evaluation MethodBest Value Tradeoff IGCE/Contract Maximum$495M Contract Minimum $25K Small Business Awards100% Set-a-Side OrderingCentralized Term2-year base; (3) 1-year options Task Order to be awarded at time of award 2 task orders (Operations and Engineering) BACKGROUND A&PO issued a Sources Sought notice, “Enterprise Information Technology Operations Services - 10EN220-053”, on 05 March 2010 seeking information regarding the availability, capability and capacity of qualified small business concerns under the North American Industry Classification System (NAICS) code 541513 with a size standard of $25.0 million to provide, as stated in the draft PWS information technology solutions (predominantly customer support and systems operation, administration and maintenance services) to support the Office of the Secretary of Defense (OSD) and the Washington Headquarters Services (WHS). This requirement is being incorporated in solicitation HQ0034-10-R-0046 to be awarded concurrently with the Multiple Award Contract as the first task order. Subsequently, a synopsis notice was issued for the anticipated Request for Proposal (RFP), Net-Centric Integrated Enterprise Information Technology Solutions (NIEITS)-HQ0034-10-R-0046. The major task areas stated in the synopsis included: (1) Customer Support; (2) Systems Operation, Administration, and Maintenance; (3) Applications Development and Maintenance; (4) Business Continuity; (5) Hardware and Software Acquisition; (6) Enterprise Architecture and Strategic Planning; (7) e-Business Systems Administration; (8) Software System Development Engineering; and (9) IT Training Services. The synopsis stated that specific details of task assignments, deliverables, documentation, training, applicable government/department/industry standards, etc. will be specified at the task order level, with an individual task order relating to a single task area or involving functions from multiple task areas. INFORMATION SUBMISSION INSTRUCTIONS 1. Interested contractors are asked to review the Draft RFP and provide comments. The Government will establish a common cut-off time/date after issuance of all draft documents including task order 2 requirements. Since this is a Draft RFP, please limit your comments and responses primarily to sections B, C, and J of the Draft RFP. 2.Additionally, interested contractors are asked to complete and return the attached Experience Matrix (Attachment 1) 3.The government intends to conduct Oral presentations to minimize paper proposal submission requirements. Please provide recommendations on proposal submission for the Basic Contract to include the two task orders as specified herein (e.g., which proposal areas should be presented in writing with corresponding page limitations, and which areas should be presented orally, and presentation limitations). 4. The government intends to hold an Industry Day; date/time and location to be determined Thank you for your interest in the NIEITS Acquisition. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The Government will NOT accept requests for meetings or briefings, but may hold an industry day conference at a later date. No phone solicitations or email with regards to the status of the Request for Proposal (RFP) will be accepted prior to its release. Information and materials submitted in response to this notice WILL NOT be returned. A determination by the Government not to compete this requirement as a set-aside based upon responses to this Notice is solely within the discretion of the Government. Interested parties are expected to review this Notice and the draft documents to familiarize themselves with the requirements of this project; failure to do so will be at your firm’s own risk. CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
