Description
The U.S. Geological Survey, Central Geologic Hazards Science Center, has a requirement for programming services on the PQLX Graphical User Interface system located at the Denver Federal Center in Lakewood, Colorado. This task will consist of ten components. The ten components are: 1) general maintenance 2) system administration through PQLX Graphic User Interface (GUI) 3) user defined PDF plotting parameters 4) strong motion channel system for GSN/ANSS site characterization 5) new data plotting views 6) investigate weighted smoothing to fix long-period bias 7) NEIC real-time reports 8) PQLX Interface with other NEIC systems 9) conversion in server for rapid processing of aftershock strong-motion data 10) design new system to compute and display decomposition of the 3 by 3 Hermitian spectral matrix to compute noise attributes as a function of time and frequency. The delivery date is no later than 12/31/2010. All deliverable data and documentation shall be free from restrictions regarding use and distribution. Based on information available at this time, the government considers the item specified as a sole source from Boaz Consultancy, Korte Leidsedwarsstraat 105, Amsterdam, Netherlands 1017PX as this firm is also the developer of the software and proposes to negotiate with that vendor on that basis. However, should additional sources be identified, they will be considered. Vendors who feel that they can furnish the required services are invited to submit in writing an affirmative response to this announcement, and such materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents without accompanying information will be considered non-responsive to this request without further consideration. Affirmative response shall be received by this office by close of business June 11, 2010 by 5:00 PM Mountain Standard Time. This notice may represent the Government's only official notice of this procurement.
