Description
Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic,Charleston, SC intends to award a sole source contract to ConcurrentTechnologies Corporation, Johnstown, PA for engineering and technical supportservices for development of various international AN/ALR-95 and AN/ALR-97Electronic Support Measures (ESM) Operational Libraries (EOLs), Small WorldThreat Data Libraries (SWTDLs), and In-Country Reprogramming (ICR)systems. The contractor shall utilize in-depth knowledge of ElectronicIntelligence Notation (ELNOT) data; knowledge of AN/ALR-95 and AN/ALR-97system specifications, characteristics, and limitations; and knowledge of userrequirements to create a unique EOL for each client. Each EOL shall be derivedfrom an approved Electronic Warfare Integrated Reprogramming Database(EWIRDB) or Next Generation EWIRDB System (NGES) database as directed bythe Government. The contractor shall conform the derived data to the signalprocessing, algorithms, rules, and sensor capabilities of the AN/ALR-95 andAN/ALR-97. The contractor shall eliminate intra-ELNOT ambiguities from theEOL, and the contractor shall develop Combat Electromagnet EnvironmentSimulator (CEESIM) threat simulations derived from the EWIRDB/NGES thatshall be used to perform testing of the EOL. When tasked, the contractor shalldevelop an ICR capability for specific clients that will be tailored to use theclient's indigenous emitter data files to produce an EOL that is specific totheAN/ALR-95/97 system as delivered. Concurrent Technologies Corporation isthe original developer and sole maintainer of the AN/ALR-95 and AN/ALR-97EOLs and associated ICR capabilities. The Government anticipates award of an indefinite delivery/ indefinitequantity,cost-plus-fixed-fee type contract. The period of performance includes a baseyear and four one-year option periods. The applicable North AmericanIndustry Classification (NAICS) code is 541330 with a size standard of $27Million. This announcement is not a request for competitive proposals.
