Box 2528712795 W Alameda ParkwayDenver, CO 80228-0287Project: Construct Access Road to the Flight 93 National MemorialSolicitation Number:1443N2011100220Solicitation Issue Date: June 21, 2010 (Anticipated)Closing Date: July 20, 2010 (Anticipated)Contracting Officer: Darrin KnappAlternate POC: Ray PrazakProject Magnitude: $5,000,000 and $8,000,000Set-A-Side: N/A - Full and OpenAward Date: July 30, 2010 (Anticipated) The National Park Service (NPS) will be constructing an access road to the Flight 93 National Memorial, Somerset Pennsylvania. Flight 93 National Memorial is planned to honor the courageous actions of passengers and crew to thwart an attack on the nation's capital and was authorized September 24, 2002. This project will provide the primary vehicular access to the new memorial site. The work in this contract includes the construction of 2.268 miles of roadway from SR 0030 to Flight 93 National Memorial access road. The proposed roadway will follow an abandoned strip mine haul road as much as possible and will consist of 2 - 11' travel lanes with a 5' shoulder on each side. The shoulders will be full depth pavement. Additional work includes associated grading, drainage improvements, gates, guardrails, striping and signage. Work for this construction project will occur from approximately August 2010 through July 2011.The performance under this construction project will be challenging due to several steady constraints such as the contractor's ability to provide all transportation to and from the site, the requirement for work under tight environmental controls and permitting processes due to the abandoned mining activity and adherence to the Commonwealth of Pennsylvania Department of Transportation specifications. The project site will also be experiencing concurrent work on the National Memorial and requirements to minimize conflicts between multiple contractor operations, Visitors to the Memorial, Memorial Events throughout the calendar year. Flight 93 National Memorial is located almost 103 miles Southeast of Pittsburgh.
