Corrections Advisor (PSC), Guatemala ISSUANCE DATE: 05/28/2010 CLOSING DATE: 06/25/2010 SOLICITATION NUMBER: PSC-10-045-INL Gentlemen/Ladies: SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking proposals (OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified. PERIOD OF PERFORMANCE: One year from the date of award 7. PLACE OF PERFORMANCE: Guatemala City, Guatemala 8. JOB DESCRIPTION: See below US Personal Services Contract American Embassy Guatemala City, Guatemala Narcotics Affairs Section GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR. PURPOSE The Narcotics Affairs Section (NAS) in Guatemala implements programs funded by the Department of State Bureau for International Narcotics and Law Enforcement Affairs, Office of the Americas Programs (INL/LP). The Bureau is responsible for the development, coordination, implementation and supervision of international narcotics control and law enforcement assistance activities and international criminal justice issues for the Department of State. The Corrections Advisor (CA) for Guatemala will serve as the in-country corrections expert on the full range of corrections issues in Guatemala for the Department of State Bureau of International Narcotics and Law Enforcement (INL). He/she will coordinate corrections programs with INL’s Corrections Program Coordinator, the Regional Corrections Advisor based in Tegucigalpa, the Corrections Program Manager in Mexico City, the Regional Gangs Advisor, and the other NAS law enforcement initiatives. The CA will provide technical corrections expertise, policy guidance, technical assistance and training as directed by the NAS for the Government of Guatemala, within the USG Missions, and in interagency settings in Central America. S/he will provide significant input in strategic planning and development of possible future Central American corrections programs. The primary effort for the position will be to assist the Government of Guatemala with activating a maximum-security prison, a large prison complex in Quezaltenango, and overall prison reform based upon a master plan to be developed by the Government of Guatemala. STATEMENT OF WORK Specific program management responsibilities 1.In consultation with the INL Corrections Programs Coordinator, design and provide prison operations training and technical assistance to corrections officials in Guatemala. 2.Provide advisory and training assistance to the Government of Guatemala in order to establish an effective, humane, and appropriate high-security prison, a multi security level prison complex, and the associated policies, procedures, curricula, programs, and systems required to operate a modern correctional center. 3.Provide oversight of corrections program, including budgeting, procurement, implementation and evaluation. 4.As needed, develop, corrections programs which are coordinated with the police, law enforcement and criminal justice programs. 5.Serve as a corrections expert, advisor, and trainer for Guatemala to the Ambassador, the Director of the Narcotics Affairs Section (NAS), NAS Officers, INL Officers the INL Deputy Assistant Secretaries and the INL Assistant Secretary. This may include policy analysis and program guidance on issues such as program progress, budgeting, development of host country correctional capacities and institutions, minor refurbishment of correctional facilities and training plans. 6.Represent INL/NAS as needed at domestic and international conferences on corrections reform. 7.Prepare background materials and reports used by the Department of State in preparing speeches, briefings, and testimony on corrections in Central America. 8.Other duties as requested and assigned by NAS. Level of Effort The position is full-time, with a minimum of 40 hours per week. Relationships The incumbent will report directly to the NAS director in Guatemala, with technical guidance given by the Central America Team Leader for INL/LP and the INL/LP Corrections Program Coordinator. The incumbent will also consult and coordinate with the Regional Corrections Advisor, the Corrections Program Manager in Mexico, and the Regional Gangs Advisor. Minimum requirements •U.S. Citizenship. •A total of 10 years professional work experience: oAt least 8 years experience in corrections operations, management, organizational development, planning and/or training, 2 years of which must have been at the rank of assistant warden (or equivalent) or higher. oAt least 2 years experience in other senior management roles that include strategic planning, resource management, budgeting, oversight and evaluation and active management of maximum-security operations, including incentive based prisoner management programs. •Graduation from a certified state or federal corrections training academy. •A bachelor’s degree in any field from an accredited college or university. •Experience developing information from prison security threat groups to improve prison operations, law enforcement and prevention. •Superior interpersonal skills working with all levels. •Superior communications skills, oral and written, in English. •Ability to obtain DOS-approved security clearance at the secret level. •Spanish speaking and understanding fluency (at least FSI 3 level). Preferred Qualifications •Knowledge of transnational criminal gangs, especially those prevalent in Central America. •Knowledge of prison design, facilities, policy development, maximum-security prison operations, and systems management. •Knowledge of corrections development or other program implementation in an international environment. •Experience working or coordinating with other relevant U.S. government agencies (e.g., Departments of Justice and Defense, USAID) and/or international organizations. Travel and Position Location The position is based in Guatemala, with significant responsibility for training in Guatemala and consultation in other countries of the region. Offices will be within the NAS office in Guatemala. Travel within the region, and the United States will be required. Special Instructions to Offerors Offerors are required to specifically address their qualifications, experience and expertise in the following areas. •Assisting senior managers in the development and implementation of policy and programs, especially those related to corrections; including setting objectives, monitoring progress, and making recommendations to senior management on appropriate actions to be taken based on findings; •Successful implementation of programs, including achieving objectives, continual evaluation of program progress, recommendations for adjustments, and effective oversight. •Ability to coordinate complex human resource and logistical operations. EVALUATION FACTORS Factor 1. (30%) Offeror’s demonstrated ability to develop and implement training and technical assistance in prison operations for corrections officials. Factor 2. (20%) Offeror’s demonstrated performance managing planning, budgeting and oversight functions at an agency-wide level. Factor 3. (15%) Offeror’s demonstrated ability to work effectively in a cross-cultural environment in Spanish, especially with local, state or national authorities. Factor 4. (10%) Offeror’s demonstrated ability to provide operational and policy guidance to the Senior Corrections Advisor, Regional Gangs Advisor, and other INL officials on improving U.S. corrections assistance. Factor 5. (10%) Offeror’s demonstrated ability to liaise with relevant USG agencies, domestic law enforcement and corrections agencies, and the international community for the purpose of sharing information and developing complementary policies and programs. Factor 6. (10%) Offeror’s demonstrated ability to communicate complex issues in a timely and concise manner, both orally and in written form. Factor 7. (5%) Offeror’s previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references or other sources. COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant’s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
